ARTICLE I-NAME AND MEMBERSHIP
This organization shall be known as the” Bloomingdale Municipal Drug
Alliance”, which hereafter may be referred to as the “Alliance”, a non-profit organization, under the laws of the State of New Jersey. No civic or service group or organization, as a group, other than their appointed representative, may hold membership. Appointments-The Alliance chairperson, coordinator, members and council liason are appointed by the Mayor during January of each year for a one-year term. Officers-The officers of the Alliance are Chairperson, Coordinator and Secretary. ARTICLE II -PURPOSE AND DUTIES
The Alliance is organized to provide a forum for residents and interested parties to communicate and work together to educate and raise awareness in our borough towards the goal for a drug, alcohol and violence free community for the children and all of us.The powers and duties vested in the Commission shall include: To apply for and accept grants to fund related programs. Conduct research, gather information, and put together the results and findings that enable us to make recommendations in assisting youth problems within the municipality. To plan and implement fundraisers to meet our monetary goals as set by our grants yearly. To provide educational and social events/programs to the community. ARTICLE III -ORDER OF BUSINESS General Membership Meeting The Alliance shall hold monthly membership meetings for discussion and planning of upcoming and past events. The following order of business shall be as follows: -Call to order by presiding officer -Acceptance of minutes of last meeting -Committee Reports -Old Business -New Business -Adjournment
Special Meetings
The presiding officer may call a special meeting for the exclusive purpose to handle the situation for which the meeting was called. ARTICLE IV-VOTING
Approval is decided by majority vote of the appointed members present. ARTICLE V-FUNDS & COMPENSATION Grant monies-Grant monies are applied for yearly and maintained by the Borough of Bloomingdale. Bill Payment-Purchase orders and vouchers are used for payments and are signed by the Borough Administrator, Alliance Coordinator and the vendor. Compensation-The members of the Alliance shall serve without compensation with the exception of the coordinator who is paid a percentage of the grant money obtained yearly. ARTICLE VI -AMENDMENTS- The By-Laws may be amended upon the vote of the majority of the appointed members. All proposed amendments must be submitted to the membership, and acknowledged, at least 5 days prior to a vote.
