If we want real, lasting change in the fight against human trafficking, we must move beyond awareness alone.

Survivors need more than rescue. They need access to safe housing, trauma-informed healthcare, behavioral health services, legal advocacy, recovery support, education, and long-term pathways to healing.

That requires legislation.

We believe survivor care should be recognized as healthcare: creating sustainable funding streams, measurable outcomes, accountability, and real opportunities for survivors to rebuild their lives.

At the same time, we need stronger laws that:
✔️ Protect victims from criminalization
✔️ Expand access to survivor services
✔️ Increase funding for care and recovery programs
✔️ Hold traffickers, buyers, and exploiters fully accountable

Let’s talk about the economics for a minute.

When survivors of human trafficking don’t have access to stabilization and care, they don’t disappear—they become high utilizers of public systems because it’s their only option.

We see repeated ER visits, law enforcement involvement, short-term shelter cycling, and long-term public assistance.
These are some of the highest-cost interventions we have… but they’re reactive, not restorative.

And the numbers tell the story:
📊 Emergency department care alone costs the U.S. over $80 BILLION every year, with more than 107 million visits annually (HCUP-US)

📊 The average ER visit costs hundreds to thousands of dollars—and can exceed $2,700 per visit depending on care needs (ScienceDirect)

📊 Up to 60% of ER visits are non-urgent or preventable, pointing to gaps in access to proper care (NCQA)

📊 The U.S. spends over $100 BILLION every year on food assistance (SNAP) alone (USAFacts)

📊 More than 42 million Americans rely on this system monthly—nearly 1 in 8 people (Pew Research Center)

📊 The average household receives benefits month after month, often with no long-term pathway to independence, highlighting how cycles of need persist without deeper intervention (Food and Nutrition Service)

This is what happens when systems are forced to respond to crisis instead of create stability.

Because when a survivor has access to structured, long-term care, everything shifts.
Stability increases.
System utilization drops.
And over time, individuals move into independence.

In 2016, we saw the gap and we could not ignore it.

Survivors of human trafficking were stepping out of exploitation with nowhere safe to land in those first critical moments. So we opened one safe house.

But we quickly learned a bed is not enough.

Survivors need immediate stabilization. Compassionate care. A place to breathe, to begin healing, and to take their first steps toward freedom.

What started as one home has grown into a movement, one that empowers survivors and strengthens the entire anti trafficking response.

We exist to stand in the gap, coming alongside the incredible organizations doing long term restoration work. Because when emergency stabilization is done well, it becomes the bridge to lasting healing.

Now we are working to expand these life saving services across the nation so that when a survivor makes the brave decision to leave, there is a safe place ready for her.

This is more than housing.
It is dignity. It is safety. It is a pathway to restoration.

And every survivor deserves that.

We’re on the ground at the conference this week, surrounded by incredible leaders, advocates, and organizations fighting human trafficking. It’s been powerful, humbling, and deeply inspiring.

But one thing is clear: while there are many vital services represented, from advocacy to criminal justice, there is still a major gap.
