Declaration of Alaskan Mineral Sovereignty
Inspired by the Spirit of Joe Vogler, Founder of the Alaskan Independence Party
Preamble
Joe Vogler once declared: “I'm an Alaskan, not an American. I've got no use for America or her damned institutions.” Though decades have passed since those words stirred the conscience of this state, their relevance echoes louder than ever.
We—the people of Alaska—were promised a Permanent Fund Dividend, a rightful share of our resources, established not by the generosity of government, but by the will of the people. Today, that promise is being trampled by the very institutions that swore to uphold it. The Alaska Legislature has become a cartel of looters, siphoning off the people's wealth to patch over their own failures. They raid our PFD to feed the state—while the people go hungry.
Resolution of the Free Citizens of Alaska
Whereas, the Alaska Permanent Fund Dividend (PFD) was established as a means for Alaskans to benefit directly from the development of our natural resources;
Whereas, the PFD was never intended to be a government slush fund for bloated budgets, failing programs, or political appeasement;
Whereas, recent legislative sessions have repeatedly violated the statutory formula of the PFD and re-appropriated those funds without the consent of the people;
Whereas, these actions constitute a breach of trust and a de facto theft of Alaskan citizens' rightful share of the state's mineral wealth;
Whereas, the Alaska State Constitution acknowledges that the resources of the state are owned by the people, not the bureaucracy;
Therefore, be it resolved that:
We, the undersigned, reaffirm our sovereign mineral rights as Alaskans.
No legislature, governor, or judge shall deprive us of our share without our explicit consent.
We demand the full statutory PFD be restored and codified into the Alaska Constitution.
Any deviation from this formula without a vote of the people shall be considered null and void.
We propose the creation of the Alaskan Mineral Trust Compact, binding signatories to defend and reclaim control of their share in all subsurface mineral rights, in the event of continued PFD theft.
We call for a ballot initiative, restoring the original intent of the PFD and affirming that any proceeds derived from state-managed resource development must be distributed to the citizens first, not the bureaucracy.
We assert our right to withhold recognition and compliance with state financial policies that contradict the will of the people.
We declare any such confiscation of PFDs without consent to be an unlawful taking.
In the Spirit of Liberty, Let This Be Known:
Let this document stand as the first line in a renewed Declaration of Alaskan Sovereignty. We do not cede our rights, we do not surrender our wealth, and we do not ask for permission to be free.
Let every man, woman, and child of this Last Frontier rise up and declare:
“The PFD is not a government handout.
It is our birthright.
And we are done watching it be stolen.”
