Nancy passed away after a long battle with MSA (Multiple Symptom Atrophy) on March 13, 2024, in Medellín Colombia. An avid traveler, she was blessed with the gift of one last adventure, courtesy of her long time caretakers Louis and Claudia Costas.
A memorial service will be held at Mariner's Bethel Global Methodist in Ocean View, DE, on Saturday May 11, beginning at 10am.
She is survived by her sons David Cabrera and Christian Cabrera and her ex-husband and lifetime companion Manuel Cabrera-Santos

IBF is pleased to invite you to join us at an interactive workshop with Professor Ken Kristl, director of the Environmental and Natural Resources Law Clinic at Widener University Delaware Law School, on Tuesday, June 14th at 6pm at the Indian River Senior Center in Millsboro on the role zoning plays when citizens raise concerns about the environmental impact of a proposed development. Join us and learn how to effectively advocate to have your voices heard by officials and judges.

Professor Kristl, author of A Citizen’s Guide to Environmental Advocacy in Delaware, a project of the IBF Austin Moyer Chin Program, says, “When you have concerns about the environmental impacts of a proposed project it helps to have a good road map to guide your strategy. We will examine the big picture and the role the zoning process plays in it, and explore options citizens have for advocating their positions.”

This workshop (6-7:30pm) is an opportunity for advocates to learn strategies to help make our best case. It will be followed by a social hour (with food) so we will have a chance to catch up and share information. Tables will also be available for groups to provide information about their current projects and efforts.

The Indian River Senior Center is located at 214 Irons Avenue in Millsboro (near the 113 WAWA) with ample parking.

Two years ago, I met with the Department of Health and designed a program, HB 69, that allows residents from underserved communities that have drinking water under the allowable EPA levels, to receive grants to install and replace water filtration systems in their homes until they receive the proper infrastructure. The funding for this program comes from the interest that municipalities pay for bonds they purchase for water projects, which is already reserved for underserved communities projects through State code. No new funding is needed to start this program and the Division of Public Health states that from the time in which homes are recognized as eligible until the filtration system is installed for use is just three months. If we promise these families clean water in the future, but allow them to drink harmful water for years while we wait to fill our commitment, the harm has already been done, especially for small children. These families deserve the ability to get passed thinking about the basic essentials of life needed today, and set their priorities on needs of tomorrow including education, workforce readiness and a life removed from dependency.

House Bill 69 passed the bipartisan Health & Human Development Committee on March of last year but has yet been put on the House Floor for a vote by the General Assembly.
