Central Oregon Rental Owners Association Members,
The Bend City Council is considering housing recommendations that include creating a rental-property registry and potentially charging a per-unit registration fee.
COROA’s position is clear: rental registration will impose new administrative and compliance costs on rental housing, reduce affordability, and discourage future investment in Bend.
Although no registry or fee has been formally adopted, the Council has directed staff to continue developing a multi-year housing work plan. Rental owners need to be involved now—before the basic concept becomes a fully developed ordinance.
A rental registry does not build housing, reduce construction costs, lower insurance premiums, or make existing properties less expensive to operate. It creates another layer of government administration that somebody must pay for.
For rental owners, registration could mean:
New per-unit fees and administrative expenses
Additional reporting and compliance requirements
Greater exposure to future taxes, inspections, or regulations
Reduced returns on existing rental housing
Less incentive to purchase, build, or maintain rentals in Bend
These costs do not disappear simply because they are imposed on property owners. They become part of the cost of providing housing, placing additional pressure on rents and making investment in Bend less attractive. Over time, less investment means fewer available rentals, less competition, and greater affordability challenges.
COROA supports policies that make housing less expensive to build and operate, including streamlined permitting, lower infrastructure and development costs, targeted incentives, reasonable system development charges, and financing programs that increase housing production.
Bend cannot regulate, register, fee, and tax its way into affordability.
Our city needs policies that encourage people to build, purchase, maintain, and rent homes—not policies that make housing investment more expensive and less attractive.
We are asking COROA members to:
Contact the Bend City Council and state your opposition to a mandatory rental registry and per-unit fee.
Ask the City to document the registry’s total administrative cost and explain who will ultimately pay it.
Demand meaningful rental-owner participation before any proposal is drafted.
Share examples of how taxes, insurance, maintenance, regulation, and other operating expenses affect rental pricing.
Support housing policies that reduce costs and increase supply throughout the market.
Please remain engaged and make your voice heard. Decisions made during this planning process could affect rental owners, tenants, and housing investment in Bend for years.
