NEWS FROM EXPO AND WISDOM:
On Friday, April 15, Governor Evers signed Senate Bill 546, which was a great accomplishment for EXPO, and for the many WISDOM people who supported them in this effort. The "Vendor Bill" impacts people in prison and their families. A bit of background:
People in prison can only purchase things (like clothing, radios, fans, etc) from "approved vendors." Likewise, people seeking to buy something for their incarcerated loved ones, have to do so through those same vendors. For many years, there have been three vendors to choose from. Last year, the Department of Corrections decided to reduce it to one single vendor - to create a monopoly.
EXPO was quick to get involved and dogged in their advocacy for a bill requiring multiple vendors. In particular, Jerome Dillard and Ramiah Whiteside spent many hours meeting with legislators, offering testimony at hearings, and organizing many of us to make calls or send emails to show support for the effort.
It paid off! A broad, bipartisan coalition in the legislature got the vendor bill passed, and it was signed into law. Here is the description by the Legislative Reference Bureau of the bill that is now a law in Wisconsin:
This bill requires the Department of Corrections to contract with no fewer than three vendors to provide hobby, religious, and other personal property items for sale to inmates in state correctional institutions. Under the bill, DOC must allow an inmate, or a third party on behalf of an inmate, to purchase the items and must give inmates equal access to all vendors that DOC contracts with for this purpose. The bill also specifies that DOC must ensure that at least one of the vendors offers a storefront in the city of Milwaukee where a third party may place an order for items to be delivered to an inmate.
