“The only reason this accident wasn’t a catastrophe is luck. Not Enbridge’s safety practices and not our pipeline safety regulations,” Pipeline Safety Trust Executive Director Bill Caram said. “And there are still tens of thousands of gallons of hazardous liquid product sitting in an open trench which can soak into the soil and move toward groundwater, and its vapors can reach nearby communities. We need to know what’s in that liquid, what the monitoring shows, and what the cleanup plan is.”

California’s hydrogen pipeline bill, SB 804, hands oversight to a state agency with no experience regulating gas pipelines — while leaving the real safety gaps - such as leak monitoring, and setback distances, completely unaddressed.

Hydrogen gas presents risks that the Office of the State Fire Marshal has never had to manage, and no regulations are in place to address them. Its ignition behavior, leak profile, and tendency to embrittle common pipeline materials are precisely the risks that call for deep gas-pipeline expertise, not a jurisdictional handoff to an agency starting from zero.

A ruptured gas line can make a fire worse. Fire shutoff valves (FSVs) close automatically when exposed to high heat, such as a fire, which stops the flow of gas to the structure. Used in Germany since the 90s. They're required in the state of Massachusetts. We need them throughout the rest of the United States.

Today is National and a great reminder to call 8-1-1 before any digging projects.

21 years ago, the 811 call system was created and it helps protect lives and property every day. Since 2002, excavation damage has been in the top three leading causes of all significant and serious pipeline incidents.

Calling 8-1-1 has proven to be the most effective preventative measure in excavation safety and helps to avoid potentially catastrophic accidents.

Want to present at the 2026 Pipeline Safety Trust Conference in New Orleans? Now’s your chance.

We are excited to introduce a new presentation format for the 2026 Conference and are opening applications for all who have something they’d like to share.

This year, in addition to our normal programming, the conference will feature a series of Sprint presentations, giving attendees the opportunity to hear from more voices and perspectives across our stakeholder community.

The format is simple, fast-paced, and engaging:

20 slides
15 seconds per slide
5 minutes total presentation time

We anticipate selecting approximately nine presenters, creating an opportunity to showcase nine additional voices at the 2026 conference.

This is San Bruno, California — September 9, 2010. A gas pipeline ruptured, killing 8 people and destroying 38 homes. It took over an hour to shut off the gas. Rupture Mitigation Valves could have significantly reduced that timeline. Nearly 16 years later, PHMSA’s improved RMV regulations still only apply to new pipelines, leaving older pipes in densely populated areas unprotected. Congress should require all operators to install Rupture Mitigation Valves — or alternative equivalent technologies — on all existing pipelines in High Consequence Areas.

In 2020, Congress passed the PIPES Act of 2020, mandating that PHMSA create rules to modernize its leak detection and repair standards as well as mitigate intentional emission events. PHMSA submitted a final rule to the Federal Register but the rule was never published.

To protect our communities, Congress should mandate the publication of the PHMSA Final Rule “Pipeline Safety: Gas Pipeline Leak Detection and Repair” to the Federal Register for immediate incorporation into federal regulations.
