Mass shooting in Portland's Cully neighborhood leaves one 18 year old and five other people injured including a 15 year old boy.

KGW-TV reports that the shooting took place during a house party.. "Investigators said dozens of rounds were fired and that evidence was found across multiple blocks. Police said the crime scene extends beyond the home, with shell casings scattered over about three blocks, and detectives are searching nearby yards and rooftops for additional evidence."

This shooting marks the second mass shooting in Oregon in 2026.

Since 2014, Oregon has suffered 31 mass shootings; fifteen of which occurred between December 31, 2020 and December 13, 2022. Four mass shootings occurred in Oregon in 2025.

When examining all the mass shooting deaths in Oregon between 2014 and 2026, 22% of the mass shooting deaths occurred during the 2015 Umpqua Community College shooting.

Portland police are searching for the person or people who opened fire on a home in northeast Portland early Sunday morning. No arrests have been made.

Three Dead, Five Injured at Taste of Seattle: COEF Calls for a Firearm Injury Prevention Bureau to Improve Mass Shooting Escape and Survival

COEF mourns the deaths of the three people who were fatally shot on Sunday at the Taste of Seattle. Our hearts are with their families, those who were injured, the first responders, everyone who witnessed this tragedy, and the entire Seattle community.

In response to the Seattle shooting, COEF is calling for the creation of a Firearm Injury Prevention Bureau modeled after the National Transportation Safety Board (NTSB).

Americans are taught how to escape burning buildings, survive severe storms, and respond to natural disasters. Yet despite the frequency of mass shootings, no independent agency is dedicated to studying how people can best survive, escape, and prevent these events.

Already in 2026, the United States has experienced 271 mass shootings in which four or more people were shot (Gun Violence Archive). Some occurred in private homes, while others took place in public spaces like the Taste of Seattle.

States can establish their own Firearm Injury Prevention Bureaus, work together to create regional bureaus, or partner with the federal government to establish a National Firearm Injury Prevention Bureau.

Like the NTSB investigates transportation accidents to improve safety, a Firearm Injury Prevention Bureau would examine mass shootings, unintentional shootings, family shootings, and suicides to identify patterns and make evidence-based recommendations. Its work could improve emergency response, identify effective strategies for surviving and escaping shootings, and recommend policies and practices that reduce firearm injuries and save lives.

The Portland City Council did not take up the issue of allowing concealed fi****ms in City of Portland public buildings at the July 7 meeting. We expect to see the issue addressed in August.

On July 7, the City of Portland takes up Oregon's Community Fi****ms Act (SB 243, 2025) which allows the City Council to prohibit the carrying of concealed fi****ms by those with a concealed handgun license into certain City of Portland public buildings.

The purpose of Portland's decision is to establish clear, enforceable rules that protect employees, elected officials, and members of the public while preserving an environment where civic participation can occur without intimidation or fear. Read more here:

Portland City Council to Consider Firearm Safety Policies – Public Testimony Invited

The Portland City Council's Community & Public Safety Committee will receive a presentation on Oregon's Extreme Risk Protection Order (ERPO) law and consider policy changes authorized by the Community Fi****ms Safety Act of 2025.

The Community Fi****ms Safety Act made two significant changes to Oregon law:

1.Prohibits concealed handguns in certain public buildings, including allowing local governments to restrict concealed fi****ms in designated government buildings.
2. Bans rapid-fire devices—such as bump stocks and other devices that enable a semiautomatic firearm to fire at a rate approaching that of a fully automatic firearm (machine gun).
Community members are encouraged to participate by submitting written testimony.
