Woolfolk and Aleph A. Woolfolk, his wife; and R. Arnold Boyer and Nancy W. Boyer, his wife, as per a Declaration of Restrictions dated October 14, 1966. Although one of the purposes within the original By-laws of 1

986 provided that the duty of the RMCA was to maintain a 50 ft. total right-of-way on all roads to assure community safety, the roads and responsibility for their maintenance were subsequently turned over to the State of Delaware by the Association.
