Baytown resident CStar Wells has helped find housing in group homes across the country for the city's unhoused population. City Council recently allocated more than half a million dollars to the Baytown Police Department for its Homeless Intervention Initiative, which includes expanding a two-man clean up crew working with the Health Department that oversees encampment clearings.
