🚨 URGENT ACTION NEEDED BEFORE SUNDAY AT 6 PM 🚨

HB953 has passed the House and now moves to the Senate for a vote on the Conference Committee Report.

We are asking Louisiana plumbing professionals, business owners, and industry supporters to contact senators before Sunday at 6:00 PM and ask them to:

VOTE NO on the HB953 Conference Committee Report.

*It dismantles the independent State Plumbing Board and removes the safeguard of having plumbing expertise directly overseeing plumbing regulation.

*The Plumbing Sub-Committee has no final authority over matters affecting the plumbing industry, meaning decisions could ultimately be made outside of a board focused on plumbing.

*The newly added plumbing representative on the Contractors Board would be nominated by the Pipe Trades Association, which does not represent the majority of the plumbing industry. This leaves independent plumbers, plumbing business owners, and merit-shop contractors without fair representation on the board regulating their profession.

*The bill still contains unresolved problems, including unclear language about licensing, journeyman's abilities to run a business, apprenticeship and training, master plumber qualifications, and the authority of the Plumbing Sub-Committee.

*The reduced training hours remain a major concern, especially because the bill does not create a meaningful incentive to complete an apprenticeship program or other formal training.

PHCC of Louisiana President Trey Giglio and Executive Director Crystal Carter are speaking out on proposed licensing reforms that could weaken plumbing training standards and public safety protections.

HB953 is still in Conference Committee, and there is concern the bill may be changed back to the House-passed version β€” which would eliminate the State Plumbing Board of Louisiana.

Louisiana plumbing professionals: now is the time to contact your senator and representative.

Ask them to vote NO on any version of HB953 that does not maintain the Senate-passed version from May 19th.

The Senate version preserves the State Plumbing Board and protects the oversight, licensing, training, and enforcement standards that keep Louisiana families, businesses, schools, hospitals, and communities safe.

HB953 has been sent to Conference Committee after Representative Fontenot rejected the Senate amendments. As a result, the final version of the bill is still being negotiated and could change quickly.

At this time, we are asking you to remain on standby and be prepared to contact legislators if the newly amended bill does not protect the priorities our industry has fought for throughout this process.

Our message remains clear: any final version of HB953 must maintain the State Plumbing Board, protect public safety, and preserve meaningful licensing and training standards for Louisiana’s plumbing industry.

We will review any new conference committee language as soon as it becomes available. If the amended bill creates concerns for our industry, we will send an immediate call to action with specific instructions, contact information, and talking points.

Please watch for more information in the next couple of days. This is moving fast as the legislature must adjourn by 6pm on Monday.
