Hi there - my fiance and I are out of town this weekend and our cat sitter accidentally let our cat out of the house. He’s an orange and white cat, named Robert and probably very skittish.

If anyone spots him they can call my number 952-270-7554

As a reminder, local ordinances require that dogs must be confined at all times either in the owner's home, in a fenced yard, or on a leash no longer than 6 feet: https://www.brla.gov/176/Dog-Regulations

Please remember that if your dog leaves a deposit in someone else's yard, please follow local ordinances and pick up the deposit.

See "nuisance" HERE: https://library.municode.com/la/baton_rouge,_east_baton_rouge_parish/codes/code_of_ordinances?nodeId=TIT14AN_CH1GEPR_S14_110DE

It is also courteous to bring your "doggie bag" back to your own garbage can. Many folks choose to have pet-free homes and do not prefer to have those smells in their garbage cans.

Also - please do not litter your "doggie bag" in the neighborhood.

Thank you for doing your part to be a courteous and law-abiding pet owner!

Both Springlake and Fairhill at Bluebonnet Highlands are registered with the city of Baton Rouge as a No Solicitation neighborhood and appropriate signage is posted at all 8 entrances to BBH.

https://www.brla.gov/663/No-Solicitation-Subdivisions

Solicitors that register with the city and receive a permit to solicit in Baton Rouge should be provided with a list of neighborhoods, including Bluebonnet Highlands, that they are NOT permitted to solicit in.

Should you see a solicitor in BBH, please consider one of the following options:

- Do not answer the door - if they don't get business in our neighborhood they are less likely to attempt a return.

- Call the Sheriff's Office (225-389-5000) - since we are a No Solicitation neighborhood, they are not allowed to solicit here and the deputies will instruct them to leave or face a ticket.

- Let the solicitor know that this is a No Solicitation neighborhood and ask them to leave BBH. End the conversation there.

The Sheriff's Office has asked that homeowners take one of these three routes. Please do not attempt to take policing into your own hands for the safety of yourself and your neighbors.

If you would like to place a No Solicitation sign in your window, you may print the sign provided below:

We also have the sign available in JPEG - please email [email protected] to request the file in that format, if preferred.

The speed limit in Bluebonnet Highlands is 25MPH. All posted STOP signs require a full stop before proceeding into traffic.

Unfortunately, we have received homeowner complaints and have observed reckless and dangerous driving in Bluebonnet Highlands. The 4-Way STOP at Springlake and Springpark has been the cause of concern for many homeowners.

If you observe reckless driving, you may report it directly to EBRSO or to the HOA to pass along to EBRSO.

We have requested EBRSO to send more patrols through Bluebonnet Highlands and to ticket anyone who is speeding and/or failing to fully stop at STOP signs.

We are a neighborhood of joggers, pet-owners, families with children playing in the yard, walkers, bikers, rollerskaters, etc. Be safe and respectful of each other by safely abiding the law!

We were saddened to hear that a BBH resident was spotted dumping something into a storm drain on the Fairhill side of BBH during this past holiday season.

The City makes it abundantly clear that storm drains are for rainwater only: https://www.brla.gov/2016/Storm-Drain-Dos-and-Donts

Please take three minutes to watch this informative video on why it is so detrimental to allow anything other than rainwater into our storm drains: https://www.youtube.com/watch?v=s5CmJqd-7Ik

You can also read about storm drains HERE: chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://www.brla.gov/DocumentCenter/View/7154/Stormwater-Dos-and-Donts-Brochure-PDF

Local ordinances regarding storm drains can be found HERE (https://library.municode.com/la/baton_rouge,_east_baton_rouge_parish/codes/code_of_ordinances?nodeId=TIT2STALSIBASE_CH8STRE) and HERE (https://library.municode.com/la/baton_rouge,_east_baton_rouge_parish/codes/code_of_ordinances?nodeId=TIT2STALSIBASE_CH8STRE_S2_362COSTSTGEDIPR)

Lastly, the City encourages its residents to say something if we see something. Improper use of storm drains can have detrimental impacts on our waterways, wildlife, and safety from flooding. They encourage citizens to call 3-1-1 or use the Redstick 3-1-1 app to report violations: http://311.brla.gov/

Dues Reminder

Invoices for 2025 dues were emailed on January 2 and January 3 to all homeowners who are in good standing and have previously submitted an email address for your account.

Hard copies of invoices/statements were mailed on January 5 and 6 to all others.

If you have not received your invoice/statement by January 8, please email us at [email protected] to obtain a copy.

2025 dues are due by January 31, 2025.

Late Fees & Liens: as a reminder, late fees will be reinstated this year for the first time since relief was provided during COVID. Late fees, as defined in our deed restrictions, are calculated as 20% of the outstanding dues, assessed monthly. This equates to $40 per month assessed February through July, and $80 per month assessed from August through December. The decision to reimplement late fees was made to be fair to the homeowners who have paid their dues that are required by our deed restrictions. Further, liens will be filed on homes that do not pay their dues or establish a payment plan by emailing us at [email protected].

As of January 6, 2025, 970 of the 1,104 homes in Springlake & Fairhill are current on their dues. Thank you all for that, as dues are critical in maintaining and enhancing our collective property values.

Thank you to the 962 of 1,104 homeowners who paid their dues in full in 2024.

Dues are critical to maintaining common areas and to continue to enhance our collective property values.

Our deed restrictions allow for an assessment of late fees and filing of a lien on delinquent homes. The Council waived this ability during COVID to provide relief to homeowners. However, due to the increasing outstanding balances of a few, the Council will reinstate this ability. The reinstatement will be effective January 1, 2025.

At that time, to be fair to all who have paid, late fees of 20%, per month, will be assessed on delinquent dues, in accordance with the deed restrictions. Additionally, a lien will be filed on homes with an outstanding balance in excess of an amount to be determined by the Council. The cost of filing the lien will be added to the balance due.

The reinstatement of late fees encourages accountability and fairness for all homeowners. This policy is not intended to be punitive, but rather to maintain equitable responsibility and ensure we can meet our community's needs consistently.

If you have an outstanding balance, please reach out to [email protected].
