The 3rd Annual Louisiana Highway Safety Commission Pedestrian Safety 5K is getting closer, and planning is in full swing!

We are proud to partner with the Louisiana Highway Safety Commission and Louisiana State Police to make this year’s event another great opportunity to bring people together while raising awareness about pedestrian safety across Louisiana.

And there’s more than just the run/walk, the event will feature a jambalaya cook-off, resource fair, great music, awards, and more!

Colonel Frank Besson has a long history with the LSTA, having served as LSTA Troop C President and later leading our Association as Statewide President from 2008–2015, and he has always maintained a strong connection to the rank-and-file troopers.

Those who know Frank know how much he values the men and women of Louisiana State Police, their families, and the work they do every day. He understands the job and our troopers, and he has never lost sight of the people behind the badge.

It means a great deal to see someone with such strong roots in the LSTA and a genuine heart for public safety step into this role.

The Louisiana State Troopers Association has long recognized that supporting those who serve extends far beyond advocating for their profession. It means standing beside Louisiana State Troopers and their families through life's challenges, celebrating their achievements, investing in their well-being, and ensuring they have the resources and support they need throughout their careers and beyond.

Following the devastation caused by Hurricanes Katrina and Rita in 2005, the Louisiana State Troopers Association witnessed an overwhelming outpouring of generosity from law enforcement officers, organizations, and citizens across Louisiana and the nation. To ensure those donations could be accepted as tax-deductible charitable contributions and distributed to troopers and their families in need, the Association established the Louisiana Troopers Relief Fund, Inc. In 2007, that organization became Louisiana Troopers Charities (LTC), which served for nearly two decades as the charitable arm of the Louisiana State Troopers Association. LTC provided critical assistance to Louisiana State Troopers, their families, and the communities they serve during disasters and hardships, while also supporting programs that promote wellness, education, and the overall well-being of the Louisiana State Police family.

On July 21, 2026, Louisiana Troopers Charities and the Louisiana Trooper Foundation officially announced their merger, creating the Louisiana State Troopers Foundation, bringing together the strengths, experience, and shared missions of both organizations under one unified foundation.

The Foundation's mission is simple but powerful:

“To encourage and support the health, safety, and welfare of the Louisiana State Police in their continuing effort to grow and be recognized as a leader and role model in law enforcement, safety, training, and a source of assistance for local agencies, our communities, and businesses.”

As part of this exciting new chapter, the Louisiana State Troopers Foundation has partnered with the Baton Rouge Area Foundation to provide professional investment management and strengthen fundraising initiatives. This partnership will help ensure long-term financial sustainability while providing donors with confidence that their gifts will be strategically invested to support the Foundation's mission for generations to come.
