Distinct Ownership and Statutory Foundations
• City-Brooks Park is a dedicated, historical public park owned entirely in the public trust by BREC. Its underlying land deeds and statutory definitions are unburdened by complex state highway or university infrastructure mandates.
• The University Lakes System is a highly fragmented environmental drainage network split across multiple titles, including LSU, the State of Louisiana, and City-Parish public works infrastructure.
2. The Constitutional and Financial Reality
• Infrastructure vs. Recreation: The ongoing restoration of the Lakes is fundamentally a massive, state-backed environmental infrastructure and stormwater management project. City-Brooks Park is a recreational asset.
• The Risk of Commingling: Forcing a clear recreational asset into an infrastructure governance model creates a severe commingling of public funds. Taxpayer dollars dedicated to local recreation should never be entangled with the multi-million dollar environmental liabilities of state-owned water bodies.
3. The Pro-Public Position
Our campaign is entirely supportive of the environmental restoration of the University Lakes. However, an infrastructure crisis on state-owned lakes must not be used as a political lever to absorb and privatize a completely separate, fully functional public park asset like City-Brooks Park.

OFFICIAL POSITION OF FRIENDS OF CITY PARK BR ON BREC'S MILLAGE RENEWAL ON THE JUNE 27, 2026, BALLOT

As a result of our meeting last week and the various opinions expressed supporting, opposing, and no position regarding BREC’s millage renewal on the June 27th, 2026 election, at a subsequent directors’ meeting, it was unanimously adopted that Friends of City Park Baton Rouge has no position regarding BREC’s renewal of its millage on the ballot for the June 27th election. Consequently, we would urge everyone to simply vote their own conscience on the issue.

ALL REFERENCES TO NO NEW TAX IN OUR POSTS REFER TO SASAKI'S PUSH FOR AN ECONOMIC DEVELOPMENT DISTRICT WITH TAXING AUTHORITY WHICH WOULD BE A NEW TAX IN ADDITION TO ANY MILLAGE RECEIVED BY BREC.
