ORDWAY, Colo. โ€“ Grizzly Reservoir in Pitkin County will be drained for dam-maintenance construction after peak runoff and will be unavailable for public recreation this year. The Portal Campground and dispersed camping along Lincoln Creek Road will remain open.

Draining is expected to begin in mid-to-late June, with work completion estimated for late October, followed by refilling in accordance with the State-approved refill plan. The reservoir is expected to be available for public recreation in the 2027 summer season.

Grizzly Reservoir is owned and operated by the Twin Lakes Reservoir and Canal Company as part of the Independence Pass Transmountain Diversion System. This yearโ€™s work is a continuation of the dam maintenance work started in 2024. Activities include construction of new dam outlet gates and completion of the waterproof liner to protect the steel face of the dam.

Construction traffic is expected on Lincoln Creek Road for the duration of the project and motorists travelling the road are advised to follow construction/traffic signage.

Based on lessons learned during the reservoir draining in 2024, the Twin Lakes Company has developed additional mitigation measures to reduce the likelihood, duration, and extent of any sediment discharges into Lincoln Creek and the Roaring Fork River during this yearโ€™s reservoir draining. Some sediment discharge and discoloration of the water in Lincoln Creek and further downstream is still possible. Any such events will be promptly communicated to Pitkin County, Roaring Fork Conservancy, Colorado Parks & Wildlife, the U.S. Forest Service, and the U.S. Army Corps of Engineers.

Rivers in the Roaring Fork Watershed continue to flow below average at 21-62% of normal for this time of year. With all nine local SNOTEL sites out of measureable snowpack, stream flows are beginning to decrease at a time of year when theyโ€™re typically rising towards peak. Long-term drought impacts such as increased wildfire risk, low flows, and water shortages are front-of-mind in the midst of this historically poor runoff season. As such, the National Interagency Fire Center is forecasting an above average wildfire season across Western Colorado. Starting today, we will include weekly high water temperature (WHT) measurements from the USGS gauges at the Roaring Fork River in Glenwood and Emma. Water temperatures are already tracking well above average across the watershed. Anglers, if you donโ€™t already own one, now is the time to secure thermometers as we approach summer.

Runoff season is here and while flows across the Roaring Fork Watershed increased over the last week, rivers continue to flow below average (34-66% of normal). While runoff is only a fraction of what weโ€™re used to seeing, Crystal River flows doubled over the last week! Of the nine SNOTEL sites in the Roaring Fork watershed, Castle Peak is the only one reporting measurable SWE, which decreased 4.4 inches since last week. Transbasin diversion tunnels are also flowing below average for this time of year. These tunnels move water from the west slope to the east slope for municipal, industrial, and agricultural needs. Boustead Tunnel on the headwaters of the Fryingpan River is diverting 48 cfs (11% of normal) and Twin Lakes tunnel on the headwaters of the Roaring Fork River is diverting 141 cfs (54 % of normal).

Safety Warning: Kayakers, rafters & other users of the river: The old bridge on Minturn Road is not currently safe to pass under. Signage is being worked on now (as is a plan for removal), but please be aware that this area should be completely avoided. Do not attempt river passage under the bridge.

Snow is melting rapidly with the recent hot and sunny days, and snowpack in the Roaring Fork Watershed is currently 3% of normal for this time of year. Snowpack typically reaches this point in mid-June. Even though rivers throughout the watershed more than doubled over the last week and current flows on the Roaring Fork and Crystal Rivers exceeded their previous March 27 peak, flows remain mostly below average at 51-103% of normal for this time of year. The City of Aspen will enter Stage 3 water restrictions for the first time ever on May 15. Stay up to date with local water restrictions at www.roaringfork.org/drought. Ruedi Reservoir boat ramp is open. Please be patient and kind to boat inspectors in their efforts to keep Ruedi free from destructive aquatic nuisance species.
