The State is developing 10 home designs in partnership with house developers that are community tested and pre-permitted to reduce the cost and ease of entrance of small time developers, into the housing market. From Barre City:

Parking Lot CLOSURES

Due to construction of a new housing complex along South Seminary Street, the Rinker Parking Lot (lot I) and Campbell Place Parking Lot (part of lot A off Campbell Place) are being closed PERMANENTLY, beginning May 29, 2026.

Those with daytime parking permits may park at any green-topped meter. There are green-topped meters in the following locations (see map on other side):
• Campbell Parking Lot (lot A section off West Street)
• Pearl Street Parking Lot (lot G)
• Keith Avenue Parking Lot (lot L)
• Granite Parking Lot (lot D)
• Merchant’s Row Parking Lot (lot F)
• Along Summer Street
• Along Auditorium Hill
• Along Cottage Street

Those with overnight parking permits may park at any green-topped meter. You will not be ticketed for not parking in a designated overnight parking space through the construction period.

We provided testimony to the Legislative Committee on Administrative Rules in support of the proposed wetlands rule amendment because it was a common sense compromise to incentivize housing development in and around our downtowns and village centers. Why is that important? Because the State of Vermont's own development goals as codified in 24 VSA 4302 - Vermont's Planning and Development Goals, and 24 VSA 2790 - Historic Downtown Development, provide the Legislative intent of concentrating and supporting development in our historically settled areas. We are in a housing crisis and need 30,000-40,000 homes as reported by the Vermont Housing Finance Agency’s Housing Needs Assessment by 2030 to help stabilize real estate values and rents.

Furthermore, we need to bring more people closer to our centers of commerce where goods and services are provided, decreasing transportation costs and supporting our local businesses. This proposed rule change was not radical at all and in alignment with the American Planning Association’s Smart Growth Principles. This was a surgical amendment to lessen bureaucracy and increase predictability for developers that would have only impacted less than 3% of Vermont.

The Prospect Heights project is an incredibly important housing project for the Barre community and region. The complicated project has a bunch of project stakeholders and partners from Barre City of Barre, VT - City Government, State of Vermont, Federal Government, the property owner and support staff, all helping to move the project forward.
