Nothing is without value; everything has a purpose and use. Garbage or treasure is all in a person's perception. Art, reality, purpose are all perceptions. Empty water bottles may be perceived as trash yet the same empty water bottles are building schools, hospitals, and homes. The questions shouldn’t be ‘what’s trash and what’s not’ or ‘what has value and what doesn’t.’ Rather ask how can this be used, what can be created with it, what purpose can it be given.
