Crystal Rogers Act passes House Judiciary
Frankfort, Kentucky (February 4, 2026) – Members of the House Judiciary Committee passed HB 305, known as the Crystal Rogers Act, out of committee this morning with the family of Crystal Rogers in attendance, a powerful reminder of why the bill matters. This bill, sponsored by Representative Candy Massaroni of Bardstown, was designed to strengthen procedures around grand jury proceedings by preventing anyone attending a grand jury hearing from knowingly recording the proceeding or disclosing any information gathered while present during a proceeding. It would expand the statute of limitations from 1 year to 10 years.
“This bill is about protecting the integrity of investigations and ensuring that justice is not compromised,” Massaroni said. “Grand jury secrecy exists for a reason, to safeguard witnesses, preserve evidence, and allow the process unfold without interference.”
HB 305 carries particular significance in light of the Crystal Rogers case, which has emphasized the importance of trust in the justice system and careful handling of sensitive investigative information. Rogers disappeared in 2015, and her case has remained a focal point for Kentuckians calling for transparency, accountability, and justice. The measure is intended to deter improper disclosures that can jeopardize investigations, erode judicial confidence, and retraumatize families.
Crystal’s mother Sherry Ballard and brother Casey were in attendance at the Capitol Annex today in support of HB 305.
“Their presence puts the faces of family behind this issue,” Massaroni added. “Families who are waiting for answers deserve a system that works the way it is supposed to.”
