As we wrap up the 2026 West Virginia Fraternal Order of Police State Conference, FOP Lodge 122 would like to extend our sincere gratitude to everyone who helped make this event such a tremendous success.

It was an honor to host law enforcement professionals from across West Virginia and to welcome FOP National President Patrick Yoes. His remarks reinforced the critical mission of the FOP and the importance of standing united in support of those who serve and protect our communities every day. President Yoes and his wife Jennifer were a true inspiration to have with us.

We were also privileged to hear from Randy Sutton, whose powerful and inspiring presentation left a lasting impression on all in attendance. Through The Wounded Blue, Randy and his team provide assistance, advocacy, and hope to injured and disabled law enforcement officers across the nation. Their mission serves as a reminder that we must never forget those who have sacrificed so much in the line of duty.

Events of this magnitude do not happen without dedicated volunteers. We offer our heartfelt thanks to the members of our planning committee who devoted countless hours to making this conference a success:

• Kim Vincent
• Stuart Swope
• Tom Chenault
• Will Hash
• Ken Bannon

Along with many of our other members both active and associate playing important roles throughout the process and helping to ensure the events during the convention were successful, we cannot say how thankful we are for each of you.

Your hard work, professionalism, and commitment to the Fraternal Order of Police were evident throughout the week and helped showcase the very best of Lodge 122 and our law enforcement community.

We would also like to congratulate Adam Crawford on his election as President of the West Virginia State Lodge. Adam has been a dedicated advocate for law enforcement officers across our state, and we look forward to his leadership as the organization continues its mission of supporting those who serve. Each and every individual FOP member of WV will have a voice through Adam and we will believe the almost 2,200 members across WV will agree.

Additionally, congratulations to our own Stuart Swope on his election as a Vice President of the West Virginia State Lodge. This well-deserved honor reflects his years of dedicated service, leadership, and unwavering commitment to both the FOP and the law enforcement profession. We are proud to call him one of our own and look forward to his continued leadership at the state level.

A special thank you to our guest speakers during our opening ceremony that included long time FOP member Sheriff Doug Adams, County Commissioner John Mandt, Barboursville Mayor Chris Tatum and our Prosecutor Jason Spears.

We cannot forget to give a big shout out to our brothers with the Huntington Police Department for providing the honor guard detail for us.

Thank you to everyone who attended, supported, and contributed to this outstanding conference. Together, we continue to strengthen the bonds of law enforcement and the Fraternal Order of Police throughout West Virginia.

Today, the Cabell County Fraternal Order of Police Lodge 122 pauses to honor and remember the brave men and women of the United States Armed Forces who made the ultimate sacrifice.

While we serve to protect our communities here at home, we recognize that the freedoms and peace we hold dear were secured by the heroes who laid down their lives to protect our nation. Memorial Day is a solemn reminder that freedom is never free.

To the families in Cabell County and across the nation who are remembering an empty seat at the table today: we stand with you in your grief, and we share in your immense pride. Their courage will never be forgotten, and their legacy will forever be woven into the fabric of our country.

Take a moment today to pause, reflect, and remember those who gave everything.

Respectfully,
Cabell County FOP Lodge 122

FOR IMMEDIATE RELEASE

CABELL COUNTY PROSECUTOR’S OFFICE ANNOUNCES CONVICTION OF JOSHUA MORROW IN WAYNE COUNTY DOUBLE MURDER AND ARSON CASE

HUNTINGTON, WV — Cabell County Prosecuting Attorney Jason Spears announced today that Joshua Morrow has been convicted on two counts of First Degree Murder, one count of First Degree Arson, and one count of Felon in Possession of a Firearm in connection with the tragic deaths of Britney Brown and her mother, Erma Brown, in a Wayne County case in which the Cabell County Prosecutor’s Office served as Special Prosecutor.

The convictions were secured following a lengthy investigation and prosecution involving multiple law enforcement and forensic agencies. The matter was presided over by Judge Jim Young. Sentencing will occur at a later date.

“This was a horrific and heartbreaking case that devastated a family and shocked the community,” said Prosecuting Attorney Jason Spears. “While no verdict can ever restore the lives that were taken from Britney and Erma Brown, today’s conviction ensures that the individual responsible will be held accountable under the law.”

Spears noted that the Cabell County Prosecutor’s Office was appointed as Special Prosecutor in the matter only months ago, requiring an accelerated and coordinated effort to prepare the case for trial.

“Our office inherited this Wayne County case as Special Prosecutor mere months ago, and the dedication shown by law enforcement, forensic experts, our prosecutors, and support staff made it possible to present the truth to the jury,” Spears said. “This verdict is a testament to tireless investigative work, professionalism, and an unwavering commitment to justice.”

Spears specifically recognized Sgt. Susan Cooper of the West Virginia State Police who was the lead case agent.

He also recognized Dawn Smith of the WVSP Digital Forensics Unit, Chief Investigator Jason Baltic, Deputy State Fire Marshal Tim Chastain, and Deputy State Fire Marshal Larry T. Hamrick of the West Virginia State Fire Marshal’s Office for their extensive investigative efforts throughout the case.

The Prosecuting Attorney also expressed his appreciation to the many additional members of the West Virginia State Police and the West Virginia State Fire Marshal’s Office who assisted throughout the investigation and prosecution.

“This case required an enormous team effort,” Spears said. “Sgt. Cooper’s hard worked investigation led to today’s results. We are grateful not only to those specifically named, but to the many Troopers, investigators, forensic personnel, and support staff from the West Virginia State Police and the West Virginia State Fire Marshal’s Office whose work helped bring justice to this family.”

The Prosecuting Attorney also commended Assistant Prosecutors Scott Bellomy and Shawn Bartram for their work in securing the convictions.

“Assistant Prosecutors Scott Bellomy and Shawn Bartram handled this case with extraordinary professionalism and determination,” Spears stated. “They presented the evidence with precision and compassion, ensuring the victims’ voices were heard throughout this process.”

Spears additionally thanked Victim Advocate Emilie Christenberry and Chief Paralegal Ashley Brewer for their support to the victims’ family and the prosecution team.

“Cases of this magnitude are never handled by prosecutors alone,” Spears said. “Without the work of Emilie Christenberry and Chief Paralegal Ashley Brewer, we could not provide families the support, closure, and justice they deserve. Their commitment behind the scenes is invaluable.”

The Cabell County Prosecutor’s Office extends its deepest condolences to the family and loved ones of Britney and Erma Brown. Nothing can bring them back, but we hope this brings closure.

As always, the Prosecutor’s Office thanks the jury for its service and careful consideration of the evidence presented during trial.

As the nation observes National EMS Week this coming week, the members of the Cabell County Fraternal Order of Police (FOP) Lodge 122 extend our deepest gratitude and highest respect to the emergency medical technicians, paramedics, and EMS administrators who serve Cabell County.
In public safety, law enforcement officers and emergency medical personnel share a unique, life-saving bond. We frequently work side-by-side in high-stress, dangerous situations, and we rely heavily on the quick thinking, courage, and clinical excellence of our EMS partners to keep our communities—and our fellow officers—safe.
During EMS Week, we want to ensure these unsung heroes know their hard work, sacrifices, and life-saving contributions do not go unnoticed by the law enforcement community."National EMS Week, established to celebrate and spotlight the accomplishments of EMS professionals, highlights the collaborative effort between traffic safety and first responders delivering life-saving care on the roadways and neighborhoods of West Virginia.
The Cabell County FOP proudly salutes all EMS agencies—but more importantly Cabell County EMS and surrounding responders—who show up day in and day out to protect and serve the citizens of Barboursville, Milton, Huntington, and the greater Cabell County region.
We encourage all citizens to take a moment this week to thank an EMS professional for their tireless service, professionalism, and commitment to improving outcomes for those in need.
