Rising costs are forcing LA's mom-and-pop landlords to exit the business – and they’re taking affordable housing with them.

One former landlord, Rich Kissel, points to the pandemic as the beginning of the end. Between the city’s prolonged rent freeze and eviction moratorium, rising expenses, and soaring insurance costs, Kissel was forced to sell all of his buildings.

Gone are the units he once sold for over 50% less than the city’s average – and he’s far from the only one.

Lewiston Housing is launching a new, five-year program that will provide federal rental assistance directly to tenants, rather than landlords.

The housing authority said it's the first in the country to offer the direct rental assistance in partnership with the U.S. Department of Housing and Urban Development.

Tenants often struggle to find a landlord who will take a traditional housing voucher, said Travis Heynan, deputy executive director at Lewiston Housing.

"Landlords often don't want to do the extra paperwork. There are more requirements to rent to someone with a voucher. This makes it more efficient. Landlords don't need to be involved in the process," he said.

And because tenants receive cash subsidies directly, renters have more autonomy to manage their housing payments and make their own financial decisions, the housing authority said.

Heynan said he's hopeful that giving cash subsidies directly to tenants will reduce the stigma associated with housing vouchers.

About 200 people have applied to the program. Heynan said the housing authority will choose 60 participants by lottery this month.

The Lewiston program is modeled after one in Philadelphia. Researchers from Bates College and Vassar College will evaluate the Lewiston program to study whether tenants are finding more housing options, more quickly.

🎉 Congratulations to the 2026 UTC Toolship Recipients! 🎉

At our June Monthly Meeting, GBAOMA was proud to honor 10 outstanding students selected by their instructors to receive a UTC Toolship. Each student received $500 worth of tools to help them begin their careers in the skilled trades.

This is the sixth year GBAOMA has provided tools to students. We do this to help strengthen our local workforce and encourage the next generation of skilled laborers who will be working on and improving our properties in the years ahead.
