Baltimore Action Legal Team

Baltimore Action Legal Team BALT provides legal support to Baltimore communities as they exercise their civil liberties in the fight for race equity.

In April 2015, local community organizations quickly joined together in support of Baltimore residents appeal for justice and accountability in the days following the killing of Freddie Gray in police custody. This newly formed coalition, Baltimore United for Change, issued a call to lawyers, legal workers and activists for support in their endeavors. The Baltimore Action Legal Team (“BALT”) forme

d in response to that call, under guidance from local legal professionals and activists, as well as from the Black Movement-Law Project, Center for Constitutional Rights, and other outside experts. Within days of the initial request, BALT began holding legal observer trainings and established a Jail Support team. Through this, BALT trained hundreds of lawyers, law students, and activists in legal observation and jail support. When the Baltimore Police Department began mass arrests of protesters, BALT legal observers played a key role in documenting who was being arrested while the Jail Support team determined who was held at Baltimore City Detention Center (BCDC). Once it became clear that protestors were being illegally held without charge, BALT helped coordinate a legal strategy that led to the release of over a hundred protesters. For over a week, BALT manned a 24 hour, 7 day a week jail support team outside of BCDC, greeting detainees upon their release, documenting their stories, and gathering critical legal information. BALT is committed to building the power of the local Movement for Black Lives. We take our direction from community organizing groups who are on the ground, and we respect the leadership of local activists. BALT is committed to anti-racist practices and to black leadership. BALT is dedicated to politically-conscious lawyering and to using creative, collective solutions to support the Movement for Black Lives in Baltimore. BALT seeks to build the capacity of the local Movement for Black Lives by providing four key services to address the justice system: 1) legal observation teams during community protests, 2) jail support services, 3) the bail fund, and 4) human and civil rights training.

As the year draws to a close, we’re reflecting on the importance of new beginnings, something we all hope for during this season of renewal. At Baltimore Action Legal Team, our mission is to help neighbors in Baltimore overcome legal barriers that stand in the way of that fresh start to 2026.

In 2025, we performed 89 free record expungements and 20 free warrant recalls. These essential barrier removing services open doors to employment, housing, and hope. With your support we can surpass this number in 2026 to ensure more Baltimoreans have access to a fresh start in 2026.

A people-centered movement is what truly strengthens our efforts.

At Baltimore Action Legal Team (BALT), we prioritize people-centered lawyering to support Baltimoreans through accessible community education and free legal services. Every year, we help hundreds of families break free from systemic barriers, giving them a second chance at stability, employment, and housing. But our work isn’t just about legal help; it’s about building resilience, fostering trust, and creating viable opportunities.

Winning the Gusto Impact Awards () would expand our reach: more clinics, more education, and more hope for Baltimore’s most underserved. The $40K for local ads would boost awareness of our free legal services, helping us reach more people in crisis. The $10K grant would support our dedicated team. In a PR statement released Sept. 9, Gov Moore announced he is reinstating state resources to join Baltimore law enforcement. Despite the fact that Baltimore has seen a historic decrease in crime rate, Moore pushes the narrative that we need more federal and state police presence to ensure our safety. We recognize this as what it is: Copaganda being used to distort our sense of what threatens us and what keeps us safe. We keep us safe. Investment in neighborhoods like Park Heights promotes community safety and a better Baltimore. Gov. Moore recognized community resources like our friends at Safe Streets as “an evidence-based, neighborhood-driven violence prevention program.” Gov. Moore, where do your priorities lie?

A Vision of Grace by the upEND Movement and Montrose Grace Place highlights Youth Voices Empowered, a youth-led group amplifying the voices of young people facing housing insecurity in Houston. Through art workshops and personal storytelling, the film captures resilience, healing, and the power of chosen community.
