This is great news for the people of Maryland.

"The court's action largely accepts the legal reasoning of Maryland Attorney General Brian E. Frosh. The state's chief lawyer . . . issued advice last year that it is unconstitutional to hold a defendant in jail for no reason other than an inability to afford money bail."

The ACS Maryland Lawyer Chapter held an event on the issue of money bail last summer.

Maryland's highest court adopted a landmark rule Tuesday aimed at ending the practice of holding criminal defendants in jail before trial when they cannot afford bail.

"A spokesman for [Mayor] Pugh said Baltimore is not a sanctuary city, because it does not run its own jail and can't make decisions about whether to hold people charged with immigration crimes.

'We are a welcoming city,' spokesman Anthony McCarthy said. 'We are not a sanctuary city.'"

The executive order signed by President Donald Trump on Wednesday to strip federal funding from jurisdictions that have declared themselves sanctuaries for undocumented immigrants drew both praise and alarm in Maryland.
