The Charles Village Community Benefits District Management Authority is a community service organizat

Charles Village Community Benefits District is a special tax district created in 1994 to provide supplementary services to residents in a 100–block area of north Baltimore. With over 14,000 residents, the District has four member neighborhoods: Abell, Charles Village, Harwood, and Old Goucher; it is also the home of Johns Hopkins University, the Baltimore Museum of Art, Wyman Dell Park, the Waverl

y Farmers’ Market and more than 700 businesses. Famous for its tree-lined streets, lush gardens, and historic 19th century houses and churches, the area has been called: “Village living in the heart of Baltimore”. The Benefits District provides supplementary sanitation and safety services to all residents and promotes the District as an attractive place to visit, live, work and play. Property owners pay a tax-surcharge of 12 cents per $100 of assessed property value to fund these services.
