✨ Emerging Leaders Fellowship: HBCU 2025 Stats ✨

The Emerging Leaders Fellowship is a paid, 12-month program connecting recent HBCU graduates to meaningful careers in Baltimore City Government. Created by Mayor Brandon M. Scott in partnership with Baltimore Corps, Bowie State, Coppin State, and Morgan State University, the Fellowship builds real pathways into public service.

Baltimore Corps leads recruitment, placement and provides ongoing professional development to help each Fellow grow while making an impact in City Government.

This year’s cohort of 21 Fellows is serving across 14 departments, contributing to areas like engineering, communications, data analysis, community engagement, and performance management. Together, they’re bringing HBCU excellence, innovation, and purpose to the work of building a stronger, more thriving Baltimore.

Baltimore Corps has a rich history with the City. For the past 11 years, we employed hundreds of passionate professionals in impactful roles across City agencies. Our recruitment efforts significantly reduced the administrative burden and provided an efficient method for agencies to access a diverse talent pool quickly as needs arise.
