Family League is excited to release our FY27 Website Redesign and Hosting RFQ — an opportunity for qualified web design agencies and vendors to help refresh our digital presence and better reflect our mission, impact, and values across Baltimore.

This project includes two components:
💻 A comprehensive brand refresh and website redesign for Family League's website — including brand strategy, visual design, responsive development, and launch support
🖥️ Website hosting and maintenance for the Early Childhood Advisory Council (ECAC)

We're looking for partners with experience in community-focused storytelling, multi-stakeholder communications, and modern web development and accessibility standards (WCAG 2.1 AA).

New Funding Opportunity for Baltimore's Youth!

Family League of Baltimore is proud to announce the release of our FY27 Out-of-School Time (OST) Programming RFA — an exciting opportunity for community organizations to deliver high-quality afterschool and enrichment programming at seven Baltimore City Public Schools during School Year 2026–2027.

Selected partners will lead OST programming at the following community schools: 🏫 Benjamin Franklin High School at Masonville Cove 🏫 Hamilton Elementary/Middle School 🏫 Harlem Park Elementary/Middle School 🏫 Hazelwood Elementary/Middle School 🏫 Highlandtown Elementary/Middle School No. 215 🏫 Hilton Elementary School 🏫 Tench Tilghman Elementary/Middle School

Awards prioritize programming that must incorporate academic enrichment, diverse enrichment activities (STEM, arts, sports, life skills, and more), and a strengths-based, youth-centered approach. Funded programs should prioritize equity, inclusion, and the well-being of Baltimore's children and families — in partnership with Brandon M. Scott and the Mayor's Office of Children & Family Success.

Child poverty is a solvable problem. Maryland is proving it.

Family League of Baltimore joined Gov. Wes Moore and partners at the launch of The Bridge Project— a direct cash assistance program providing up to $20,000 per family to low-income mothers in Cherry Hill and Park Heights, two communities where we have deep, long-standing roots.

The Bridge Project operates through the Governor's ENOUGH Initiative, an effort by the Maryland Governor's Office for Children and partners to end childhood poverty through community-driven solutions. Family League is a City of Baltimore strategic partner of ENOUGH — and this announcement brings critical new capacity to organizations we've supported for years: Cherry Hill Strong, Inc, Park Heights Renaissance, and B'More for Babies (BHB).

Through BHB and programs like HIPPY (Home Instruction for Parents of Preschool Youngsters), Family League invests in the earliest years of a child's life — because we know that's where the foundation for lifelong health, education, and economic mobility is built. Direct cash assistance to new moms makes that foundation stronger.

Family League of Baltimore is excited to announce the release of our FY27 Community Advisory Board (CAB) Member RFQ! This opportunity invites City of Baltimore residents with diverse social, educational, and professional backgrounds to serve as community liaisons in Family League's participatory grant-making process.

CAB Members play a vital role in reviewing procurement documents, evaluating funding applications, and making funding recommendations — helping put decision-making power directly in the hands of the communities we serve. Selected members will also serve as Family League ambassadors, connecting their networks to resources and opportunities across the City of Baltimore.

To apply, individuals must be Baltimore City residents and submit a résumé with two references for consideration.

April 20–24 is National Home Visiting Week ( ), a national observance to celebrate home visitors and the profound difference they make in supporting child development, strengthening maternal and child health, and nourishing family relationships. This second annual celebration — organized by the Institute for the Advancement of Family Support Professionals — follows an inaugural year that saw celebrations, recognitions, and proclamations in 45 states across the country.

The national numbers tell a powerful story: more than 284,000 families received evidence-based home visiting services in 2024 — and yet that represents just 1.7% of all families who could benefit. The need is real. The work is urgent. And here in Baltimore, that work is happening every single day.

Family League of Baltimore, with the support of the City of Baltimore — including the Mayor's Office and City Council — is proud to steward a home visiting ecosystem that is making a measurable difference for Baltimore families. Across our funded partner network, 267 families were reached through home visiting services in just the first half of FY26, with 97% of children exhibiting developmentally on-track social behavior, emotion regulation, and emotional well-being.

That impact is only possible because of the incredible organizations and professionals who power this ecosystem. Family League of Baltimore is excited to announce an Invitation to Present (ITP) for FY27 Universal Professional Development!

This opportunity invites experienced facilitators and subject matter experts to design and deliver high-quality, in-person and virtual training sessions for Family League Funded Partners and community stakeholders across Baltimore City. We're seeking engaging trainers whose proposals align with our three core professional development pillars: Capacity Building, Wellness & Leadership Development, and Evidence-Based & Best Practices.

Training sessions should range from 75–180 minutes, incorporate adult learning theory, and demonstrate differentiated strategies for diverse experience levels. Proposals that strengthen our Community Schools Ways of Working (WOW) framework are especially encouraged. Preference may be given to Baltimore City-based, minority- or women-owned, and historically underrepresented businesses.

As our President and CEO, Demaune Millard, shares: "This article showcases the power of strategic collaboration and community investment at scale. When we braid funding streams and center grassroots voices, we create a force multiplier effect—transforming individual programs into a coordinated system where every dollar, every partnership, and every community leader amplifies our collective impact for young people." We're honored to work alongside incredible partners including Mayor Brandon M. Scott and the City of Baltimore, Maryland Governor's Office for Children, and Baltimore City Public Schools, and Every Hour Counts to build systems that truly serve our communities.

Our Impact:
✅ $1 million annually through our Expanded Youth Program supporting dozens of community organizations serving youth up to age 24
✅ Adaptive Village grants ($2,500-$25,000) with community members voting on which innovative projects receive funding
✅ Annual youth surveys in English and Spanish, giving young people a direct voice in shaping their futures
✅ Community Advisory Board training on equity to ensure accessible grantmaking for all organizations

The results? Most youth in OST programs feel respected, safe, and eager to design and lead programs—proof that when we center community, young people thrive. More time to apply for our FY26 Out-of-School Time (OST) Programming opportunity at Augusta Fells Savage Institute of Visual Arts!

We're seeking partners to deliver comprehensive, high-quality OST programming that provides youth with safe spaces to explore new interests, build 21st-century skills, and experience success during non-school hours.

Your program should:
-Provide culturally responsive academic enrichment and diverse activities (STEM, arts, sports, technology)
-Operate at least 100 days, 12+ hours/week (minimum 4 days/week, 3 hours/day)
-Prioritize equity, inclusion, and students with the highest needs
-Include nutritious meals/snacks and strengthen community-school connections

This funding supports intentional, data-driven programming that helps students thrive through meaningful learning experiences and skill-building opportunities during critical out-of-school hours.

Yesterday, Family League of Baltimore joined state legislators, public health leaders, and community partners in Annapolis for Maternal Health Awareness Day—a meaningful gathering focused on advancing maternal and infant health across Maryland.

The event brought together key voices including Michelle Taylor, MD, DrPH, MPA, Commissioner of Health at Baltimore City Health Department; Kimberly Lyles, Vice President of Population Health Programs at HealthCare Access Maryland and Rebecca Dineen, Assistant Commissioner of Maternal and Child Health at Baltimore City Health Department; and Family League’s Melissa (Missy) Moore, PMP, Senior Director for Community Impact, alongside state lawmakers and B'more for Healthy Babies partners.

Highlights included the unveiling of the B'more for Healthy Babies 2025–2030 Strategic Refresh, which centers anti-racist public health practice, expanded maternal behavioral health supports, enhanced care coordination, and safe sleep initiatives. The evening also honored Morgan State University’s Dr. Yvonne Bronner for her distinguished career and lasting impact on maternal and child health in Baltimore and beyond.

This convening reinforced our collective commitment: ensuring every child in Baltimore is born healthy and every family has the support they need to thrive—through collaboration, community leadership, and evidence-based strategies. Thank you to all who participated in advancing this critical work.
