Family League of Baltimore leads, develops and implements collaborative solutions to help Baltimore's children lead better lives.

We do this by focusing our work in three areas: Strengthening Organizations, Leading Collaboration and Influencing Systems. We empower and fund organizations to create programs that support the accomplishment of our bold goal (e.g. one of the areas we’re currently addressing is babies born healthy, attendance, community schools, helping students become college and career ready). Further, we ensure the programs we fund are of high quality and collect data as to their role in improving lives. Family League targets its investments around key transition points in a child’s life—when they enter kindergarten, move on to high school and graduate to higher education and/or the work force.

The results are already showing. In Baltimore ENOUGH communities, vacant properties are down 14%, and chronic absenteeism in Cherry Hill has dropped 29%. That progress belongs to the residents, leaders, and partners whose vision and commitment are driving change in their neighborhoods.

Two days, two powerful gatherings, and both right here in our backyard. 🏡

Yesterday, our team joined the Home Visiting Applied Research Collaborative (HARC) for its 10th Collaborative Science of Home Visiting Meeting. The aftertoon focused on one big question: how do we turn research evidence into practice that makes a real difference for families?

This morning, Start Early's 2026 National Home Visiting Summit opened in Baltimore, and we were so proud to see our own Melissa Moore, Senior Director of Community Impact, on stage for the opening plenary.

In "Stronger Together: How Community-Centered Systems Coordination Has Shaped Infant and Maternal Health in Baltimore City," Melissa (Missy) Moore, PMP joined moderator Rebecca Dineen and fellow panelists Donnica Fife-Stallworth and Kimberly Lyles to share the story of B'more for Healthy Babies. Led by the Baltimore City Health Department with support from Family League of Baltimore and HealthCare Access Maryland, BHB brings together residents, partners, and data so every City of Baltimore baby gets the best possible start, with home visiting and care coordination meeting families where they are.

Welcoming the national home visiting community to our city is a chance to share what Baltimore has built together and to keep learning from peers across the country.

It's Coordinators' Appreciation Week! 🎉

This week, Family League joins the Coalition for Community Schools and advocates across the country in celebrating the Community School Coordinators who make our Community Schools strategy possible.

Coordinators are the connective tissue of every Community School — linking students, families, and neighbors to the resources, programs, and support they need to thrive. In Baltimore, that means:
🤝 Partnering on the Baltimore City Community School Steering Committee📚 Collaborating with Baltimore City Public Schools on professional development for Coordinators
🏫 Delivering high-quality Out-of-School Time programming in 75 Community Schools citywide

Last week, Family League of Baltimore joined Mayor Brandon M. Scott, Health Commissioner Dr. Michelle Taylor, City Council leadership, and fellow B'more for Healthy Babies partners at the Infant Safe Sleep Press Conference in Cherry Hill — a call to action as the city works to prevent sleep-related infant deaths.

Family League's Senior Director of Community Impact, Melissa Moore, reflected on the moment: "Seeing elected officials, healthcare leaders, community organizations, and parents stand together around one message was both inspiring and urgent. Safe sleep saves lives. By working together to promote the ABCDs of safe sleep and ensuring families have access to clear, consistent information, we can help prevent avoidable tragedies and give more Baltimore babies the opportunity to thrive."

B'more for Healthy Babies remains a core part of Family League's investment in Baltimore's families, and we're proud to stand alongside the collaborative of organizations working every day to keep our youngest residents safe.

Every child in the City of Baltimore deserves a fair chance to thrive — and last year, we invested $21.6 million to make that possible. 🎉

We're proud to share Family League of Baltimore's 2025 Annual Report: "Investing With Intention."

In FY2025, we deployed $21.6 million across 64 community partners, directly reaching more than 18,000 children, youth, and adults citywide. This year also marked a shift in how we tell that story — aligning our work across Cradle to Career Education, Healthy Families, Economically Secure Families, and Safe & Thriving Communities in step with Gov. Wes Moore's ENOUGH Initiative and Mayor Brandon M. Scott's Action Plan

A few highlights from the year:
📚 8,135 youth served through Community Schools & Out-of-School Time — 26% above target
🏠 $6.3M+ in cumulative housing support anchored since 2020
🏆 Featured as a national case study by The Wallace Foundation and The National Academies of Sciences, Engineering, and Medicine

International Overdose Awareness Day / Hope Lives Here Launch

This week, Baltimore marked International Overdose Awareness Day and launched Hope Lives Here — Mayor Brandon Scott's new campaign to end the stigma around substance use disorder and treat it as the disease it is. https://www.baltimorecity.gov/hope-lives-here

Family League of Baltimore has long stood behind that same belief. Through The Family Recovery Program, we support substance use recovery and family-centered treatment. Through our Local Care Team, we coordinate care across the systems families are navigating — schools, courts, housing — so no one has to figure it out alone. Stigma is often the first barrier that has to fall before healing can begin.

At Saturday's Overdose Community Day and Monday's press conference, we saw a city choosing compassion and evidence over shame.

We also want to recognize City Solicitor Ebony Thompson, whose litigation against opioid manufacturers and distributors has secured hundreds of millions in restitution for Baltimore — funding that is directly fueling campaigns like this one.

To every family who has lost someone, and every family still fighting: we see you, and we're with you.

Family League is excited to release our FY27 Out-of-School Time Programming in Community Schools RFA — an opportunity to lead high-quality OST programming at three Baltimore City Community Schools.

We're seeking community partners to provide:
-> Comprehensive Programming — a minimum of 100 days, at least 8 hours per week, including daily academic enrichment, diverse enrichment activities, and nutritious meals or snacks
-> Equity-Centered Design — culturally responsive, intentional programming that reaches students with the highest levels of need and prioritizes equity and inclusion
-> Youth Voice & Engagement — opportunities for students to co-create and lead in shaping program content and structure
-> Strong School Partnership — collaboration with school leadership, families, and community stakeholders, anchored by a principal letter of support
-> Quality & Accountability — adherence to Weikart PQA self-assessment, external assessment, and program improvement planning

This investment will fund OST programming at:
📍 Benjamin Franklin High School at Masonville Cove
📍 Tench Tilghman Elementary/Middle School
📍 Wildwood Elementary/Middle School

By layering OST into the Community School Strategy, partners can leverage existing school infrastructure to more holistically respond to the needs of students and families — helping youth explore new ideas, build 21st-century skills, and experience success outside the traditional school day.

Family League is excited to release our FY27 External Assessor RFQ — an opportunity to conduct independent program quality observations across Baltimore's Out-of-School Time (OST) network.
We're seeking external assessors to support:

-> Preparation & Planning — attending kickoff, coordinating schedules with OST site managers, and reviewing assessment protocols
->Site Observations — completing up to 10 external assessments, observing full program offerings and documenting objective evidence
-> Scoring & Documentation — scoring School-Age and Youth PQA tools and submitting through the Weikart Center's Online Scores Reporter
-> Collaboration & Reflection — engaging with Family League's Quality AmeriCorps VISTA for coaching and joining the end-of-season debrief
-> Training & Certification — completing PQA Basics and External Assessor Reliability Training (EART), with costs covered upfront by Family League

External Assessors are central to Family League's implementation of the Weikart Center's Youth Program Quality Intervention (YPQI) model — generating the objective data that helps funded partners identify strengths, set improvement goals, and elevate youth experiences citywide.

Family League is excited to release our FY27 Program Quality Consultant RFQ — an opportunity to help lead continuous quality improvement across Baltimore's Out-of-School Time (OST) portfolio.

We're seeking a consultant to support:
External Program Quality Assessments (PQA) — coordinating scheduling, assessor onboarding, and certification tracking
Self-Assessments & Program Improvement Plans (PIPs) — supporting rollout, technical assistance, and follow-up
Summer PQA Planning — strengthening readiness and systems for future implementation
Scores Reporter & Data Management — tracking quality data and preparing reports for leadership and funders
Professional Development Coordination — supporting trainings, kickoffs, calibrations, and debriefs

This role is a key part of Family League's implementation of the Weikart Center's Youth Program Quality Intervention (YPQI) model, helping ensure high-quality, positive youth development experiences across the city.
