MDE’s Permit Fails to Protect Health of Local Community and Environment

MAY 21, 2026—Maryland’s latest air pollution permit for the Quarantine Road Sanitary Landfill in Baltimore puts people’s health and the environment at risk, according to concerned community and nonprofit partners. This week, South Baltimore Community Land Trust (SBCLT), Chesapeake Bay Foundation (CBF), Chesapeake Climate Action Network, Community of Curtis Bay Association, SB7 Coalition, and Clean Water Action submitted comments to the Maryland Department of the Environment (MDE) as the agency considers renewing the landfill’s Title V air pollution permit.

On this , we are proud to be part of a worldwide movement of communities rising up to create spaces where everyone belongs. Community land trusts are more than just housing—they’re about cultivating healthy, vibrant, stable communities where all can thrive.🌱

Here in South Baltimore, the CLT model is an alternative to speculative, extractive practices that prioritize profits over people that have long run rampant in our neighborhoods, city, world. In our fight for clean air, we began to envision interdependent systems that regenerate our planet and our local economies. To make that happen, we realized we needed to restore land to community ownership (away from speculators) and restore power to the community (away from extractive industries). Environmental justice IS housing justice, and CLTs connect those dots in irrefutable ways. Together, we can heal our planet🌍, reclaim our futures💚, and rebuild our neighborhoods🏡.

CRITICAL ENVIRONMENTAL JUSTICE ACTION TONIGHT

South Baltimore's Quarantine Road Landfill receives hundreds of thousands of tons of ☣️toxic incinerator ash☣️ every year. Our city's policies make it cheap & easy for major polluters to dump here: incinerator ash is dumped at only ~$25/ton in Baltimore vs. ~$85/ton in nearby Chester, PA. Until stronger protections are put in place, this toxic ash is in the air we breathe.

The landfill's Title V Air Permit is up for renewal this year, and the Maryland Department of the Environment is receiving public comment on what community members (YOU!) think the state should do about this permit. Come out to the public permit hearing TONIGHT, Thursday, May 14 at Curtis Bay Rec (1630 Filbert St.) to stand with us in demanding stronger environmental & health protections and in telling the state that South Baltimore is NOT their sacrifice zone.
