The Elijah & Maya Cummings Educational Empowerment Center (EMCEEC) aims to implement a tutoring program for 3rd and 4th-grade students in the Charles Village community of Baltimore. This is a free program targeting students who have been identified as “at-risk” by their schools. Research has shown that students who are significantly below grade levels in language arts and math by the third grade have a high potential of dropping out of school in the years to come. The COVID-19 pandemic has only made matters worse. Last year’s challenges represented nine to twelve months of learning loss, dramatically increasing the probability of future failure. The Living Messages Tutoring program is in response to this urgent need.
