The Kern County 999 Foundation is a 501 (c) (3) non-profit organization assisting the families of Kern County Peace Officers who have died in the line of duty since 2007. The Kern County 999 Foundation was formed after the tragic death of Deputy William "Joe" Hudnall, who was killed on Tuesday, November 14, 2006, by Daniel Willsey, 46, of Montrose, California, who was under the influence of a cont

rolled substance. In response to Hudnall's untimely death, several officers came together and organized a fundraiser to benefit his four children. In a period of two weeks, the event received donations totaling close to $17,000 for the Hudnall family. Out of this emotional and tragic event, the Kern County Officer Down Support Ride was formed. Over 50 officers and department volunteers have been killed in the line of duty in Kern County over the years. Our organization was formed to honor those fallen heroes and financially help their survivors. The Board of Directors and Ride organizers are full time or retired law enforcement officers in Kern County. Mission Statement

The Kern County 999 Foundation is a non-profit 501(c)(3) organization whose mission is to recognize and honor Kern County's fallen peace officers who gave their lives 'In The Line of Duty' serving the citizens of this great county and provide support to the family members left behind.

UPDATE: Suspect in Deadly Officer Involved Shooting Killed, Fallen TCSO Deputy Identified

Sheriff Boudreaux has identified the TCSO Deputy shot and killed this morning during an Officer Involved Shooting in Porterville as 35-year-old Randy Hoppert, a six-year-veteran of the Tulare County Sheriff’s Office.

Around 10:20 a.m. on 4/9/26, TCSO Deputies were in the area Newcomb and Grand in Porterville serving an eviction notice, when 59-year-old David Morales opened fire on them, hitting Deputy Hoppert.

Deputy Hoppert was rushed to a local hospital, where we are heartbroken to confirm, he passed away.

Shortly before 6 p.m. tonight, Sheriff Boudreaux also announced that the suspect, David Morales, was run over and killed by Deputies driving the Kern County Sheriff’s Office SWAT vehicle.

Sheriff Boudreaux, and all of us at the Tulare County Sheriff’s Office, are shocked and deeply saddened by today’s tragic events. We ask that you keep our Deputy’s grieving family in your prayers.

Just want to say, none of this could’ve been done without the support of the public, our sponsors and all the help from our volunteers. As a reminder, these are the people that gave the ultimate sacrifice/devotion. These are the loved ones. These men are brothers, husbands, friends, and family. We do this in honor of them. In hopes we never have to add another fallen brother or sister to this. We love and support every law enforcement family. Can’t wait to see you all out there 💙💙
