Dear Friends of the Powder Basin,

We would like to invite you to an upcoming restoration project tour on Saturday, October 24th at 9:00 am. We will be visiting two field sites in the Elkhorn Wildlife Area to discuss the Anthony Creek floodplain restoration project and a potential project area along the North Powder River. The Anthony Creek project utilizes both low-tech and high-tech restoration methods to improve floodplain connectivity and enhance habitat for wildlife, including beavers and native fish. We will be joined by ODFW’s Wildlife Area Manager, Dan Marvin. This is a great opportunity ask questions and learn about the restoration work being done in your area. We will meet at the Powder Basin Watershed Council office located at 2034 Auburn Ave., Suite B in Baker City at 9:00 am to arrange carpooling and then travel together to the refuge.

PBWC is excited to host a restoration work party on October 22nd & 23rd on Sawmill Creek and is looking for volunteers.

If you are interested in learning about beavers, building Beaver Dam Analogs (BDAs), and ready to have fun in the dirt please join us! We will have a group potluck the evening of the 22nd with a main dish provided. This is a great opportunity to learn about process-based restoration techniques and beaver coexistence methods that landowners are implementing to live harmoniously with beavers.

Please join us for our second Fish the Powder Meeting on Thursday, October 8, from 5:30 to 7:30 p.m. at the OTEC Meeting Room in Baker City. Everyone is welcome and encouraged to attend!

This meeting will focus on narrowing down the project opportunities discussed at our last meeting and identifying the community's priorities moving forward.

Community participation and feedback are essential to the success of this effort. Your ideas, perspectives, and support will help shape the direction of future projects and ensure they reflect the needs and priorities of the Powder community. We hope to see you there!

Join us for the public kick-off meeting for the Fish the Powder Project on May 27th at 5:30 PM at the OTEC Meeting Room in Baker City.

This project was initiated by the community in 2018 and grew into a collaborative effort to improve fishing opportunities along the Powder River in Baker City and up to Mason Dam. Now, as the PBWC prepares for the next phase, we want to hear from all of you.

This meeting is an opportunity to learn about the project’s history and help build a community-driven strategy for strengthening fishing and watershed health on the Powder River as we move forward together.

Friends and partners of the Powder Basin Watershed Council,

It is my pleasure to announce the kick-off of our 2026 guest speaker series! Join at the Baker City Library from 5:30pm-7:30pm on Thursday, May 7th, for a riveting presentation from Elaine Swanson on "Data Pipelining and AI Forecasting for Eastern Oregon Agriculture." Elaine Swanson is an applied computation researcher, educator, and Eastern Oregonian. Currently, she serves as the AI + Tech Educator for Greater Oregon STEM hub at EOU and as an adjunct instructor in Agriculture Technology at EOU’s College of Business.

In her presentation, Elaine will discuss a series of applied machine learning models developed to support water and agricultural decision-making in the Baker Valley Irrigation District region. These models focus on reservoir forecasting, soil moisture estimation, and snowpack analysis, integrating satellite data, environmental observations, and regional agricultural inputs. Elaine will discuss how these models are built, the types of data they rely on, and how they can be used to better understand water availability, irrigation timing, and seasonal variability. Elaine's work connects data science, agricultural climatology modeling, and rural issues.

We had a great site visit with the Northeast Oregon Beaver Coexistence Group, led by Ian Willson, to see some effective measures for beaver coexistence in action. Simple fencing structures can help prevent beaver dams in unwanted places or protect trees, while still allowing beavers to remain on site and provide important ecosystem benefits.
