Lorain County Blue Foundation The Lorain County Blue Foundation was created to assist Law Enforcement that have been fatally wounded or critically injured in the Line of Duty.

The following guidelines will be followed. (a) An amount of $4000.00 will be paid to the beneficiary of the Lorain County Officer fatally wounded in the line of duty. (b) An amount of $1000.00 will be paid to the Officer or designee for a critical or life threatening injury
(c) An amount of $1000.00 will be paid to the Officer or designee for terminally or critically ill
(d) An amount of $250.00 w

ill be sent to the family or designee of an Officer fatally wounded in the Line of Duty in the State of Ohio.

It is with heavy hearts and deeply felt condolences that we share that Oberlin Patrol Officer Billie Neadham has passed away this morning at his home in Lorain. Officer Neadham has been a dedicated member of the Oberlin Police Department for over 18 years, beginning as an Auxiliary Patrol Officer in 2007, becoming a Part-Time Patrol Officer in 2008, and then a Full-Time Patrol Officer in 2009.

Officer Neadham also served as the School Resource Officer in the Oberlin City Schools and lead the Police Explorers Program since 2010. Additionally, Officer Neadham organized many community programs like Oberlin Safety Town and the Shop with a Cop program. With Officer Neadham’s long-standing relationship with the Oberlin Schools, the Oberlin School district has arranged for grief counseling for students and staff.

More information will be shared as it becomes available. At this time, we join the Oberlin community in mourning this incredible loss and send our deepest sympathies to Officer Neadham’s family and all those who knew him.
