Behavioral health patients in rural emergency departments may wait hours—or even days—for an appropriate treatment setting to become available.

The Permian Basin Behavioral Health Center is helping address that challenge.

Developed through a partnership between Midland Health and Medical Center Health System, the 200-bed hospital opened in May 2026 to provide inpatient and outpatient behavioral health care for children, adults, and older adults across the region.
The center is also developing transfer protocols with surrounding rural hospitals to create smoother handoffs, connect patients with appropriate psychiatric care sooner, and help rural emergency departments preserve capacity for other urgent needs.

Across a sprawling East Texas region, trauma readiness depends on reaching patients quickly and maintaining critical care throughout the journey to the hospital.

UT Health East Texas EMS and AIR 1 provides emergency response and interhospital transport across more than 4,800 square miles—an area roughly the size of Connecticut. In 2025, its teams responded to more than 100,000 calls and completed more than 76,000 ground transports.

With more than 60 ambulances, three helicopters, specialized critical care vehicles, and crews stationed throughout the region, UT Health East Texas helps bring advanced emergency care closer to rural communities.

The latest profile in THOT's Rural Hospital Partnership Series examines how UT Health East Texas supports trauma readiness and access across East Texas.

The University of Texas at Tyler School of Medicine has received approval to establish the first Physician Assistant Studies Program in East Texas. Pending accreditation, the program will welcome its first class in September 2027 and prepare future PAs to work alongside physicians in hospitals, clinics, emergency departments and other care settings.

With training rooted in East Texas and admissions that value ties to rural and local communities, the program is designed to help strengthen the pipeline of clinicians serving the region.

"Teaching Hospitals of Texas members continue to demonstrate their contribution to healthcare access, not just in major urban centers, but in our rural communities as well," said Maureen Milligan, PhD, president and CEO of Teaching Hospitals of Texas.

Texas' public and teaching hospitals strengthen healthcare far beyond their own campuses.

In the heart of the Permian Basin, Midland Health serves as a higher-level care destination, education partner, and resource for more than 40 rural hospitals. In 2025 alone, 48 hospitals and other healthcare facilities requested transfers to Midland Health for more than 3,000 patients.
Midland Health also helps rural hospitals expand their own capabilities through continuing education, simulation training, trauma coordination, and access to equipment, supporting more patients in receiving the care they need closer to home.

The first profile in our Rural Hospital Partnership Series examines how Midland Health helps strengthen healthcare access and hospital resilience across West Texas.

Growing Texas' emergency and trauma care workforce starts with investing in physician education.

Two THOT member institutions — UTMB Health at Galveston and UT Southwestern Medical Center — have received new state grants to expand residency and fellowship training for the physicians who will care for Texans during their most critical moments.

New data from the Association of American Medical Colleges validate the essential role of Texas' teaching hospitals in providing timely, accessible care for the underserved. The new data highlight "the contribution of academic physicians in serving underserved and vulnerable populations," compared with non-academically affiliated physicians. THOT members represent 4 percent of hospitals in the state but provide a disproportionate amount of care for Medicaid-insured and uninsured patients and intentionally locate outpatient care sites in underserved neighborhoods to reduce avoidable ER visits and hospitalizations.

Two Teaching Hospitals of Texas members are among the three recipients of new state grants supporting mobile stroke units across Texas.

UMC El Paso received $500,000 to expand its existing mobile stroke unit, while Dell Seton Medical Center at The University of Texas at Austin received $1.25 million to launch a new mobile stroke unit.

These investments reflect the role teaching and public hospitals play in bringing advanced, time-sensitive care closer to the communities they serve.

UT Tyler is raising the bar in healthcare training with its new Helicopter Critical Care Transport Simulation Center — the only program of its kind in the country training both nurses and paramedics, and just the second medical flight program nationwide with a clinical flight simulator.

This is the kind of innovation teaching hospitals bring to workforce development: hands-on, high-impact training that prepares clinicians for the realities of critical care in the air and helps strengthen access to care across Texas, including rural communities.
