The Texas Water Development Board has adopted the 2027 State Water Plan (SWP), a roadmap for meeting the state's water supply needs. TWA appreciates the work of the TWDB in developing this plan and the many stakeholders, including TWA members, across Texas who contributed to the regional plans.

Since 2012, the cost of projects in the SWP has more than tripled, driven largely by population growth, worsening drought, project complexity, and increasing project costs. This year, for the first time ever, capacity limitations in the SWIFT program (which provides financing to implement the SWP) prevented TWDB from funding more than $2.2 billion in SWP projects.

💙 On behalf of Texas Water Association, we remember our dear friend and colleague, Lindsey Ann Ford.

Lindsey was a force in the Texas water community. In just a few years, she made a lasting impact in our world and was the heart of our small but mighty team. Lindsey’s joy in her work and passion for hospitality were contagious. Whether she was planning an event, welcoming a new member, or sharing a laugh, she had the ability to make everyone feel welcome and valued.

One of Lindsey’s gifts was bringing people together, which led to a successful career in events and outreach. She began her career with Moonshine in Austin before joining the Texas Water Development Board, where she oversaw one of the highest profile water events in the state, the Water for Texas Conference. In 2025, she joined TWA as our Events & Membership Director, where she brought her creativity, organization, and passion for serving others to everything she did.

Outside of work, Lindsey was a lifelong learner and endlessly curious. She graduated magna cm laude from Texas State University with degrees in International Business and Art History and earned her paralegal certificate from The University of Texas at Austin. She also held numerous professional certifications, including Certified Texas Contract Manager, Certified Specialist of Spirits, Certified Specialist of W**e, and Level 3 Advanced Certification in W**e with Distinction. Lindsey loved to travel and explore, combining two of her passions, art history and w**e.

Lindsey was warm and generous, always greeting others with her beautiful smile and an open heart. She made the Texas water community — and the world — a better place by simply being herself. Lindsey was a friend to everyone, and she will be deeply missed.

Lindsey is survived by her partner of 20 years, Stephen Ruback, numerous other beloved family members and friends, and her three rescue cats, Chad, Alice, and Loki. TWA extends our heartfelt condolences to her family, friends, and loved ones.

A celebration of Lindsey’s life will be held in Dripping Springs on July 26, 2026. Please message us for details.

☀️ TWA 2026 Summer Conference Wrap Up

Thank you to our attendees, speakers, sponsors, volunteers, and exhibitors for making this year's Summer Conference in Horseshoe Bay a success.

One of the highlights of the week was our Volunteer Service Project, where 30 volunteers helped clean up Lake LBJ and nearby parks in Granite Shoals, collecting 126 pounds of trash. 🌿

Attendees also got a first look at the new statewide public water awareness campaign, along with timely discussions on groundwater, weather, water quality and contaminants, AI, legal and engineering ethics, and a keynote from Texas Commission on Environmental Quality Commissioner Tonya Miller. As always, the best part of TWA conferences is community and connecting with colleagues from across Texas.

TWA was pleased to be invited to testify before the House Natural Resources Committee on the funding capacity of Texas Water Development Board's financial assistance programs, including the State Water Implementation Fund (SWIFT).

TWA's Director of Policy & Legislative Affairs, Sarah Kirkle, provided testimony on the critical need for SWIFT recapitalization and the importance of ensuring the fund can continue to finance the implementation of the State Water Plan.

TWA appreciates the opportunity to be part of the conversation, along with Jeremy Mazur, Perry Fowler, and Heather Harward, and other fellow stakeholders, agency leaders, and policymakers.
