πŸ“Water Rights Disclosure Language Added to Real Estate Contracts

In a huge win for informed decision-making and more effective water management in Texas, real estate contracts will require disclosure of groundwater and surface water rights and provide information about regulation of water rights effective July 1, 2026.

This effort was initiated by TWA and the Texas Alliance of Groundwater Districts, using committees that drafted initial versions of the disclosure language. Thanks to all who served on those committees, and especially to Brian Sledge and Charles Porter, who worked these past few years to negotiate specific contract language and address the concerns of realtors to get this effort across the finish line.

The TWA 2026 Summer Conference is coming up June 17–19 at Horseshoe Bay Resort. Register by Friday, May 22 before rates increase on May 23.

This year’s program features sessions on growth and groundwater, water toxicology, artificial intelligence, professional ethics, the statewide public water awareness campaign, and more β€” plus plenty of opportunities to network with friends from across the Texas water community.

πŸ‘ Texas Water Planning in Action.

TWA Director of Policy & Legislative Affairs Sarah Kirkle, Texas Water Development Board Director Brady Franks and Chief of Staff Ron Ellis, and Heather Harward of Texas Water Supply Partners recently toured Lake Ralph Hall with Upper Trinity Regional Water District Executive Director Larry Patterson.

The visit offered a firsthand look at a major water supply project included in the State Water Plan and funded through SWIFT. Once complete, Lake Ralph Hall will provide water to North Texas communities and offer recreational opportunities and environmental benefits.

Executive Director & General Counsel Stacey Allison Steinbach and Events & Membership Director Lindsey Ford represented Texas Water Association during Texas Water 2026, engaging with fellow TWA members and learning more about the technical side of water and water systems.

Stacey joined the Women of Water Breakfast panel alongside TCEQ Chairwoman Brooke Paup, TWDB Chairwoman L'Oreal Stepney, and veteran news anchor Delaine Mathieu, sharing insights on leadership and the impact women continue to make in the water community. Lindsey participated in the San Antonio River Authority Flood Control and Creek Restoration Projects tour, exploring San Antonio's waterways and ongoing restoration and watershed planning efforts.

Thanks to The Water Environment Association of Texas and Texas AWWA for hosting a fantastic event and bringing the Texas Water community together!

TWA's Executive Director & General Counsel Stacey Allison Steinbach, Director of Policy & Legislative Affairs Sarah Kirkle, and Incoming President Emily Rogers recently traveled to Washington, D.C. to meet with legislative offices, discuss Texas water priorities, and connect with fellow TWA members who were also in D.C. during the week.

In addition, Sarah participated in the National Waterways Conference Legislative Summit, moderating a panel with Robyn S. Colosimo, P.E., Deputy Assistant, Secretary of the Army (Project Planning and Review), USACE.

We appreciate these opportunities to engage with partners and policymakers working to advance sound water policy for Texas and beyond.
