What is HIP 70?

“HIP 70: Scaling the Helium Network” is a proposal from the core developers of the Helium Network to move Proof-of-Coverage and Data Transfer Accounting to dedicated Helium Oracles and migrates Helium’s tokens and governance to the Solana blockchain. The proposed changes in HIP 70 do not change the fundamentals of the Helium Network or HNT, but provide several benefits to the Helium Network including more HNT available to subDAO rewards pools, more consistent mining, more reliable data transfer, more utility for HNT and subDAO tokens, and more ecosystem support.

TL;DR
- a move to off-chain oracles for Proof-of-Coverage & Data Transfer Accounting
- migration to a new L1
- a console change for better IoT device integration
- more rewards and opportunities for the network

Sep 2: Based on feedback from the Helium community, the Helium Core Developers have adjusted how staked HNT will transition to veHNT during a proposed migration to Solana. These changes are reflected in the latest version of HIP 70

1. Unstaking cooldowns for Validators will not be changed during the migration process.
2. Unstaking Validators will work the same as before. Any Validators that unstake will have their HNT unlocked after the standard 5-month cooldown duration. (250,000 blocks)
3. Validators will convert to veHNT with a possible (optional) initial bonus upon migration. How this launch boost of veHNT works will be outlined in a separate, forthcoming HIP, which will be proposed and voted on separately from HIP 70.
4. Validator cooldowns that last into the migration will automatically convert to vesting HNT on Solana.

The Helium Foundation is excited to announce the activation of MOBILE mining rewards. Anyone who has their Helium 5G Hotspot and compatible CBRS Small Cell Radio up and running will be able to earn the new MOBILE token for providing Helium 5G coverage to their area.
