PCF Donor Advised Fund grant highlight: The Thomasmeyer Family Fund granted to The Pops Chorale & Orchestra, a local 80-voice choral group that features talented, multi-generational singers and professional, highly entertaining choral music. The Chorale’s repertoire represents a variety of styles, with a strong emphasis on the popular music of the last 75 years, including the best of Broadway, big band, holiday, Hollywood and more.

PCF Donor Advised Fund grant highlight: The Robert & Stephanie Snyder Fund granted to Placer County Law Enforcement Chaplaincy to support their field service ministry to members of law enforcement, their families, and the citizens of Placer County.

Approximately 300 times a year (314 in 2025) Placer County Chaplains get called out for assistance with an individual, a family, or a traumatic event. Chaplains respond 24/7/365 at any time day or night, in any kind of weather. Upon arrival on scene they become part of the first response team attending to emotional, logistical, or physical needs.

We are grateful to see the Hope Way issue move toward resolution in a way that acknowledges both the critical need for affordable housing and the deeply held concerns of Penryn residents about preserving the rural character of their community.

From the beginning, many in the Penryn community expressed a willingness to do their fair share to help address affordability challenges, while also voicing concern that one neighborhood should not bear a disproportionate burden because our region has underproduced affordable housing for decades.

This outcome is a reminder that affordable housing solutions work best when developers, local government, and residents come together early to right-size projects in a collaborative way rather than ending up in costly and divisive litigation.

As Placer County continues to grow, we have an opportunity to ensure affordable housing is thoughtfully and seamlessly integrated throughout our communities — in rural areas, infill neighborhoods, and larger master-planned developments alike — so that every community contributes fairly to meeting the needs of working families, seniors, veterans, and vulnerable residents.

We remain hopeful that this agreement can serve as a step toward more collaborative, community-centered housing solutions moving forward.

New housing in Placer County should include homes that local working families, seniors, and residents with modest incomes can afford.

Ideally, 10–20% of all new housing would be built as affordable housing. When that is not possible, the fee paid in lieu of building those homes should be high enough for the County to actually create the affordable units that were not included in the project.

A fee-in-lieu should not be a discount. It should be a tool that helps ensure our community still gets the affordable housing it needs. PlacerHousingMatters.org
