Recent revelations expose ongoing problems in MaineCare oversight. By mid 2026 the Department of Health and Human Services had suspended payments to five providers based on credible allegations of fraud. They implemented two emergency terminations over serious health and safety risks. They took licensing enforcement action against fifteen Personal Care Agencies. Actions included conditional licenses, refused renewals, and assessed penalties.

One Portland provider was found to have overbilled by more than one million dollars in a recent audit. A federal HHS Office of Inspector General audit determined that Maine made at least 45.6 million dollars in improper fee for service Medicaid payments for rehabilitative and community support services for children with autism. There were compliance issues in every single sampled claim.

With nearly one in three Mainers enrolled in a program costing taxpayers well over a billion dollars annually, these failures are unacceptable. Desk based reviews and delayed enforcement are not working. Taxpayers deserve real accountability and oversight. Thats why we're pushing for in-person verification, post payment audits, and payment pauses before taxpayers are on the hook for fraud and waste.

Lead Maine is fighting for exactly this level of accountability on MaineCare and every taxpayer program.

MaineCare is one of the LARGEST commitments in the state budget... $1.4 BILLION per year!

Plain English on Lead Maine's proposed MaineCare rules:

A site visit should mean someone is ON SITE. Phone-only should NOT count.

When a provider is under active billing investigation, payments should not be paid like nothing is wrong. Providers cleared of wrongdoing can be paid in full.

That is provider oversight... accountability that's lacking from Governor Janet Mills and the Democrat majority!
