Houghton Keweenaw Communities That Care CTC HKCTC strives to develop a supportive, safe community that empowers youth. Communities That Care (CTC) was developed by J. David Hawkins, Ph.D., and Richard F.

Catalano Ph.D., through over 20 years of research and collaboration with communities across the country. The goal is not only to reduce youth substance abuse, but also youth violence, delinquency, school drop-out, teen pregnancy, and depression and anxiety. Studies have shown that when a community works together in the CTC process, the young people in that community are more likely to grow up without participating in risky behavior.
