How can hospitals decompress emergency departments during a disaster?

On November 5, 2026, SRDRS HHS Region 4’s Disaster Coalition of Observation Medicine (DCOM) will host Operation Surge Breaker, a virtual tabletop exercise exploring how emergency department observation units (EDOUs) can help relieve ED crowding during disaster incidents.

Designed for hospitals and health systems with or without an emergency department observation unit!

Participants will discuss scenarios through guided discussion and breakout rooms. Lessons shared will help inform and strengthen the draft EDOU Disaster Manual and Functional Annex.

On September 23, Augusta University School of Public Health Disaster Health Sciences Collaborative team, working through SRDRS - Southern Regional Disaster Response System (SRDRS), supported a 15 ’til Surge Full-Scale Exercise at Jackson Memorial Hospital, simulating a 100+ patient mass casualty incident to test medical surge, communication, and hospital-wide coordination.

Thank you to Jackson Health System, the Emergency Management team, and our controllers and evaluators for their partnership and dedication. This exercise reinforced the importance of hospital wide preparedness and the need for every department to be ready to respond to medical surge events.

Led by Paul Link and Curt Harris

Great conversations and connections at the Georgia Rural Health Association Annual Conference! 🦒🦒🦒

Stephanie Payne shared the Disaster MRC Telehealth Strike Team Model 1.0, co-developed by the Southern Regional Disaster Response System Region 4 and Southeastern Telehealth Resource Center, alongside Suleima Salgado.
They also shared several Disaster Virtual Care models being developed through SRDRS HHS Region 4—designed to extend care beyond hospital walls, bridge access when care is disrupted, mitigate medical surge, and help protect critical hospital and emergency service capacity during disasters.

And, of course, they made new connections and partnerships along the way!

📡 Connected Care. Disaster Ready.📡

During a disaster, access to healthcare can be limited by distance, infrastructure damage, staffing shortages, and other challenges. Telehealth helps bridge those gaps by connecting patients and healthcare providers with specialized expertise when and where it is needed most.

This Telehealth Awareness Week, we’re highlighting the critical role virtual care can play in strengthening disaster response, supporting healthcare providers, and ensuring communities remain connected to essential medical expertise during times of crisis.

At the Southern Regional Disaster Response System (SRDRS) HHS Region 4, we’re committed to strengthening regional preparedness through collaboration, innovation, and connected healthcare.
