Medford City Council passed the proposed motion:

To request that the mayor pause the transition of EMS services to Cataldo slated for January 19th and delay it for a time when a transition plan is published and shared with residents, and the administration provides the information requested by the city council.

- Cataldo/Medford contract
- Transition plan from Cataldo (housing/garaging plan, coverage plan)
- Response time data dating back 10 years
- Data on the proportion of response times over 10 minutes
- Written information on payments between Armstrong and the city of Medford.

When/if Cataldo assumes the contract:
- Year over year response time comparisons for Armstrong vs Cataldo and comparisons on requests for mutual aid

City leadership has cited no clinical failures and cannot explain how this change makes Medford safer. Can the new provider match 4:30 response times, PALS training, and exclusive city coverage?

MAYOR LUNGO-KOEHN: DON’T GAMBLE WITH MEDFORD’S SAFETY
Why would the mayor seek a new ambulance provider after more than 25 years with the current one?

Teamsters Local 25 proudly represents more than 150 Armstrong Ambulance professionals—EMTs, Paramedics, and Chair Car Drivers—serving communities from Medford and Waltham to Arlington, Brighton, Saugus, Stoneham, and Woburn. These are the first responders who deliver lifesaving care during the worst moments of people’s lives. Medford is one of Armstrong’s most deeply served communities, with roughly 50 dedicated workers responding to emergencies day and night.

On December 21, Mayor Lungo-Koehn and the City of Medford informed Armstrong that they would be switching to another provider after more than two decades of uninterrupted service.

“The mayor should not be gambling with public safety,” said Teamsters Local 25 President Tom Mari. “Armstrong Ambulance has provided first class EMS services in Medford for more than 25 years. They have a proven record of professionalism, rapid response, and deep commitment to this community. Replacing a trusted provider without transparency or public input raises serious concerns for residents and first responders alike.”

Armstrong crews work hand in hand with Medford police and fire at every emergency. This year, Armstrong Ambulance averaged a 4 minute, 30 second emergency response time—squarely within the National Fire Protection Association’s recommended 4 to 5 minute EMS/fire response window. Many Armstrong workers live in Medford themselves. They are trusted neighbors, familiar faces, and steady hands in moments of crisis.

“We see people at their most vulnerable moments, and we’re there to help. Over the years, we often see the same individuals and build a real rapport with them. I’d like to think we bring a bit of calm to an otherwise chaotic and frightening scene,” said Bobby Hatzikonstantis, steward with Armstrong Ambulance.

Yet on January 19, a new provider is slated to take over EMS services in Medford—without any public explanation from the mayor and without any opportunity for residents to weigh in.

Armstrong Ambulance is the largest unionized private ambulance provider in Massachusetts. The Teamsters contract guarantees safe staffing levels, rigorous continuing education, and a strong field training program—all of which directly benefit Medford residents. The three Medford ambulances are staffed 24/7 without exception. And during high call periods, Armstrong can immediately deploy additional units from its interfacility division to ensure uninterrupted coverage.

This is what a first-class EMS operation looks like. Medford deserves nothing less.

Statment: AAS Union regarding Medford 911 contract

The Union EMTs and Paramedics of Armstrong Ambulance Service are shocked and profoundly disappointed by Mayor Lungo-Koehn’s decision to terminate Armstrong’s EMS contract with the City of Medford after more than 25 years of uninterrupted, high-quality emergency medical service.

This decision was made without public explanation and without regard for the professionals who have protected this community for decades. Many of us live in Medford. We raise our families here. We respond to our neighbors’ worst days, and we do so with pride, professionalism, and deep commitment to this city.

​​Armstrong Ambulance Service is the largest unionized private ambulance provider in Massachusetts. Our union contract ensures safe staffing minimums, intensive continuing education, and a robust field training program. When an Armstrong ambulance arrives at your home, you can trust that the EMTs and paramedics are well trained, fairly paid, and supported by strong labor protections.

Armstrong has always prioritized Medford’s emergency coverage. Dedicated 911 ambulances are never diverted for hospital transfers, which is not the standard operating procedure at most private ambulance companies. The city’s three ambulances are staffed 24/7 without exception. During periods of high call volume, additional ambulances and a paramedic supervisor are immediately available from neighboring communities, including Arlington, Stoneham, and Melrose, along with Armstrong’s interfacility division.

Despite Armstrong’s demonstrated record, the City has provided no clear justification for replacing its trusted EMS provider after more than two decades of committed service. Medford residents deserve transparency and accountability in decisions that directly impact public safety. We sincerely hope any future provider can meet the standards of experience, staffing, and commitment which Armstrong has upheld for 25 years.
