Potomac Overlook Update
(Former Marriott Site Redevelopment)

Dear Rosslyn Neighbors

Earlier this week, the NRCA Board met with the developers of the proposed Potomac Overlook project at the former Marriott site. As a follow-up, we are sharing the above document, which summarizes what we learned from that initial discussion. Go to the NRCA web site to see the project summary.
https://www.nrca.community/initiatives/key-bridge-marriott-ongoing

This project is still at an early stage and will be a long process, with significant opportunities for community input as it moves forward through County review. The Board views this as the beginning of an ongoing dialogue, not a final proposal.

We hope the attached background information is helpful as residents begin to familiarize themselves with the scope of the project, its potential community benefits, and the issues that will require close attention in the months ahead.

Additional updates will be shared as more information becomes available on our web site.

Invite your neighbors to join us, become members, and share their voices on this crucial project: https://www.nrca.community/join

End-of-Year Wrap-Up
December 2025
Dear Rosslyn Neighbor,
On November 12, we held our General Meeting with robust attendance in a brand-new location, —the Rosslyn Key Hilton Hotel. Many of you may remember our earlier meetings at the former Holiday Inn. What a difference a few years can make.
As we close out the year, I’d like to offer a brief recap and a look ahead. The strength of our Association rests in its members—you, our neighbors. Your engagement is what makes NRCA effective and impactful. We encourage you to visit our newly updated website regularly for news and updates. If you register with your email address, you’ll receive timely community information. Better yet, consider becoming a member and encourage your neighbors to join as well. Membership dues primarily support the operation and maintenance of our website, which serves as our central communications hub.
Several partners also play critical roles in making our neighborhood thrive. The Rosslyn Business Improvement District provides tremendous value to our community, and we are fortunate to benefit from their work. We also maintain strong, ongoing communication with Arlington County staff and leadership. They regularly engage with us on developments affecting Rosslyn and, more often than not, listen carefully to our collective voice.
Looking Ahead to 2026
In the coming year, NRCA will continue monitoring new development activity—particularly efforts that support bringing another grocery store to Rosslyn. Transportation issues will also remain a key focus as we work with County and regional agencies to advocate for safe, accessible, and efficient mobility options.
End-of-Year Report (as of November 12, 2025)
• I would like to thank our two outgoing Board members, Rick Froehlich and Sylvia Kendra, for their dedication and service to NRCA.
• We are pleased to welcome our newest Board members, Ken Lore and Sam Giacinto, who bring valuable experience and energy to the Association.
• This year, the Board set two primary goals: reinstating membership dues and improving the NRCA website. I’m happy to report that both goals were successfully achieved.
• Historically, NRCA membership averaged around 50 residents. Currently, 32 individuals have created website accounts, 30 have opted to receive emails, and 22 are dues-paying members. We look forward to growing participation across the neighborhood.
• It has been a particularly active year, with numerous site plan amendments and major development proposals under review. Most notably, the One Rosslyn project by Penzance—a $666 million investment—will significantly shape the future of our community. In addition, the RCA development on North Lynn Street is nearing completion, with occupancy expected summer 2026. The final south crane is scheduled to be dismantled this weekend, which will require temporary road closures.
Regarding the RCA (Rivelle) development, the developer recently requested a variance allowing up to 123 of the 427 units in the south building to be used as hotel units. These hotel units—located on portions of Floors 5 and 7 through 17—would be furnished and include a mix of unit types. We have learned from both the Rosslyn Business Improvement District and Dittmar (Rosslyn Towers/Key) that similar temporary hotel arrangements have been approved for several large developments across Arlington, particularly during lease-up periods. The NRCA Board continues to conduct due diligence on this matter to ensure that the variance does not adversely impact our community.
Looking forward, the Board remains committed to representing the best interests of North Rosslyn. We will continue sharing updates through our improved website and encourage you to reach out using the “Contact Us” feature. We hope to see you at our next General Membership Meeting in the first quarter of 2026.
Wishing you a happy and healthy holiday season.
Warm regards,
Joe Ventrone

Addressing Homelessness in Rosslyn

We’ve heard concerns about an increase in visible homelessness in Rosslyn, linked in part to federal enforcement actions in Washington, D.C. This is a challenge for both our community and the individuals directly affected.

Recent reports note more activity near the McDonald’s/Rosslyn Metro elevator entrance, with additional isolated cases at the Target on Wilson Boulevard.

👉 The purpose of this post is to share contacts and resources for anyone wishing to raise concerns or connect individuals to services.

© 2025 Hilton

The wait is over! Hilton Arlington Rosslyn The Key officially opened its doors to guests on Aug. 26, standing 36 stories tall with 331 rooms. Managed by Dittmar, the hotel marks the second phase of the mixed-use development at The Key, joining Rosslyn Towers, a 28-story residential building that opened last year.

"There's incredible demand for high-quality, sophisticated, modern hotels that enable you to deliver these kinds of experiences, to bring people together, to connect," Hilton Hotel & Resorts brand leader Leonard Gooz shared with the Washington Business Journal.

What you’ll find inside:

Locket, an all-day American restaurant by Metropolitan Hospitality Group (the team behind other neighborhood favorites Open Road and Salt). The dining room, a grand two-story space, boasts expansive windows that let the outdoors in.

Scott’s Coffee, a 24/7 grab-and-go space serving Starbucks coffee, snacks, alcoholic beverages, and more. Named after Francis Scott Key, it’s a nod to the nearby bridge’s history.

Over a dozen event spaces, including The View at The Key, which offers stunning 360-degree views of D.C., the Potomac River, and Arlington from the hotel’s top floor.

Hilton Arlington Rosslyn The Key is now open for reservations — plan your staycation or share with visiting friends and family for a one-of-a-kind Rosslyn experience!
