No One Left Behind No One Left Behind (NOLB) is a veterans-founded nonprofit dedicated to Afghan and Iraqi allies who served alongside U.S.

forces under the Special Immigrant Visa program. We also advocate for our allies with the U.S. government, provide subject matter expertise to the media, and partner with other charitable organizations, a

​No One Left Behind was co-founded by Janis Shinwari, an Afghan interpreter for U.S. forces who saved the lives of five American soldiers in combat. When donors raised $35,000 to support his family's resettlement in 2013, he instead used the funds to co-found No One Left Behind. Ever since Janis and No One Left Behind has paid his gratitude forward to new SIV recipients starting their lives as Americans. No One Left Behind is a 501 (c)(3) organization.

📣 We need you to share your support for safely resettling the Afghan evacuees at Camp As Sayliyah (CAS)! 📣

More than 1,000 Afghan evacuees are currently at CAS, a U.S. facility and former military base in Qatar, all of whom were moved there by the U.S. government (USG) with the intention of swift and safe resettlement. However, the Administration had pursued negotiations to move these families to the Democratic Republic of Congo, which would have put these Afghan evacuees at great risk.

Our partners in Congress are leading a bipartisan effort to support “secure, stable, and cost‑effective pathways that uphold U.S. national security interests and honor our commitments” to these Afghan evacuees, including through refugee admissions.

Today, Muslims around the world observe Eid al-Adha, a day of sacrifice, generosity, community and faith.

Many of the Afghan and Iraqi allies we serve are marking this holiday, some with family here, some separated from loved ones, and some still waiting for their promise to be fulfilled.

We don't forget that.

⚠ NOLB Response to Revise USRAP Presidential Determination Excluding Wartime Allies ⚠

The Administration has raised the FY2026 refugee ceiling to 17,500, a 10,000-person increase, but failed to include America’s Afghan allies evacuated to Camp As Sayliyah (CAS) in Qatar. These Afghan allies have completed more than a year of robust vetting at the U.S. facility and would face violent retribution in Afghanistan.

It is in America’s national interest to swiftly resettle the eligible, fully vetted Afghan allies, including those at CAS who served together with U.S. Special Forces and the family members of U.S. servicemembers and veterans.

No One Left Behind continues calling on the Administration to fulfill America’s commitment by prioritizing the resettlement of eligible allies at CAS through the U.S. Refugee Admissions Program.

No One Left Behind is supporting Saboor Sakhizada, a former interpreter who supported the U.S. military for seven years in Afghanistan and evacuated fellow interpreters during the fall of Kabul, as he writes a book documenting these untold stories.

We're connecting Saboor with:
- Afghan interpreters and cultural advisors
- U.S. veterans who served alongside them
- Afghan National Security Forces members
- U.S. civilian contractors

On April 27th, J. walked into an apartment in Houston, where groceries were already in the kitchen. A Welcome Team from houston welcomes refugees was set to meet him. His enrollment in housing and employment programs through the ECDC Houston Multicultural Center was already in place.

J. is an Iraqi ally who helped the U.S. during the war and spent years in the visa pipeline before arriving at safety here. The organizations that received him had done the work before he landed. Whether someone shows up for our allies and whether a stranger becomes a neighbor are not guaranteed. It depends on organizations like HWR and ECDC showing up before they're asked.

Because that's one key part of what it actually requires to keep a promise to an ally. Showing up.

Calling for Revised USRAP Admissions to Include Wartime Allies

Last night, the administration proposed raising the FY2026 refugee ceiling to 17,500, a 10,000-person increase, according to a CNN release. However, this proposal reserves resettlement for specific populations and fails to include Afghan allies evacuated to Camp As Sayliyah (CAS) in Qatar.

It is in America’s national interest to swiftly resettle the eligible, fully vetted Afghan allies, including those who served together with U.S. Special Forces and the targeted family members of U.S. service members and veterans.

No One Left Behind urges the administration to prioritize these allies in the revised USRAP Presidential Determination for FY26. Further, we urge congressional leadership from both parties to pursue a bipartisan solution that secures the safety of our wartime allies. The humanitarian case is documented and clear, and the national interest is unambiguous.

The U.S. Department of State sent a new report on the Afghan Special Immigrant Visa (SIV) Program to Congress, which provides useful data on the program through January 31, 2026:

‼️Only 5,970 SIVs for principal applicants remain available.
‼️Approximately 23,431 principal applicants have demonstrated SIV-eligible service and received Chief of Mission (COM) approval.

This report highlights the urgent need to authorize sufficient visas for the vetted, eligible Afghan allies who have not yet been issued their SIVs. No One Left Behind reiterates our call for the immediate resumption of SIV issuance and for Congress to increase the SIV cap to ensure all fully-vetted, SIV-eligible Afghan allies are issued the SIV they earned.

The program issued 18,319 Afghan SIVs (4,391 to principal applicants and 13,928 to eligible family members) in Fiscal Year 2025, but with more than 130,000 applications pending COM review, the work is far from complete.

"He spent his whole life looking for an exit. Now he's the one holding it open."

Our partners at Crescent Moon Theater Productions recently published a story on Azad, one of No One Left Behind's ambassadors, as part of their "What We Carry" production.

He grew up Kurdish in Baghdad and Kirkuk, learned English from the American soldiers patrolling his streets, and translated for U.S. Army artillery and Navy SEAL teams outside Mosul. On one resupply run, he was held by a militia for several days. His SIV came through in 2019. He served four years as a U.S. Marine, became a U.S. citizen, and is finishing a master's in cyber engineering.
