At the 2026 Navy League National Convention, the U.S. Naval Sea Cadet Corps presented the 2025 Sea Cadet Individual Excellence Awards, recognizing outstanding cadets and adult leaders across the program.

Congratulations to this year’s honorees:

PO3/LC4 Henry Horgan — Navy League Cadet of the Year
- The Keith T. Weaver Award recognizes the Navy League Cadet of the Year, honoring a cadet who has excelled in NLCC training, demonstrated strong military bearing and distinguished themselves through leadership, initiative and achievement.

PO2 Kall Meador — Junior Sea Cadet of the Year
- The Peter J. Soler Award recognizes the Junior Sea Cadet of the Year, honoring a cadet who has excelled in NSCC training and demonstrated the initiative, reliability, responsibility and commitment expected of an outstanding Sea Cadet.

LCDR Angel Uscanga — NSCC Regional Director of the Year
- The Fred D. Carl Award recognizes the NSCC Regional Director of the Year, honoring outstanding leadership, command effectiveness and contributions to meeting national Sea Cadet goals and objectives.

- LTJG Darrell Smith — NSCC Officer of the Year
The Nicholas Brango Award recognizes the NSCC Officer of the Year, honoring an officer whose leadership, service and excellence in training have made a significant contribution to the education and development of American youth.

The Navy League's Association Partner Program is building a growing coalition of maritime organizations, expanding our reach, amplifying our voice, and supporting our sea services together.

On Friday, June 6, during the 2026 Navy League National Convention, we welcomed two more organizations into that coalition: the American Society of Naval Engineers - ASNE and the Navy Mustang Association.

ASNE is the leading professional engineering society for engineers, scientists and allied professionals who conceive, design, develop, test, construct, outfit, operate and maintain complex naval and maritime ships, submarines and aircraft and their associated systems and subsystems. It is the second organization to sign the new partner agreement.

The Navy Mustang Association is a non-profit veterans organization dedicated to uniting, mentoring and honoring officers who rose up from the ranks. Their unofficial motto, “Sursum ab Ordine” — Up From the Ranks — captures a journey of humility, service and leadership. It is the third organization to join the partner agreement.

We are proud to welcome both organizations aboard and look forward to working together in support of the U.S. Navy, Marine Corps, Coast Guard, and U.S.-flag Merchant Marine.

Today, we commemorate the 82nd Anniversary of D-Day and honor the courage, sacrifice, and resolve of the Allied forces who stormed the beaches of Normandy on June 6, 1944.

Their bravery helped secure freedom for future generations and remains a lasting reminder of the cost of liberty.

We remember those who served, those who sacrificed, and those who never came home.

Day 3 of our 2026 National Convention began with the Sea Service Senior Enlisted Leadership Breakfast, where members heard directly from senior enlisted leaders across our nation's sea services.

The opportunity to engage directly with leaders of this caliber helps Navy League members better understand the challenges facing today’s force and strengthens our ability to advocate for and support America’s sea services.

These awards celebrate the outstanding work being done by Navy League councils and members across the country in support of our mission and America's sea services. Through community engagement, ship and unit adoptions, advocacy, youth programs, and countless volunteer efforts, our councils continue to make a meaningful impact at the local and national levels.
