The recently passed House bill (H.R. 1 – One Big Beautiful Bill) includes a provision (Sec. 112031 at p. 1041 https://www.congress.gov/bill/119th-congress/house-bill/1?q=%7B%22search%22%3A%22H.R.1%22%7D&s=1&r=1) that ends de minimis by deleting 19 U.S.C. Sec. 1321(a)(2)(B) which is a universal ban on duty-free entry of shipments under $800 from any country and there are penalties ($5,000 for first offense and $10,000 subsequent violations) for attempts to introduce articles in violation of section. This provision takes effect July 1, 2027.
Don't forget the President's recent E.O. 14298 Modifying Reciprocal Tariff Rates relating to China which affects de minimis shipments (https://www.govinfo.gov/content/pkg/FR-2025-05-21/pdf/2025-09297.pdf). CBP also has proposed rules on Entry of Low-Value Shipments.
