What a great way to put it!
“Reports of a victim” is NOT a known victim.
It’s information, often with a location, but it still comes with unknowns. Unknowns create delay. Delay means we still need to SEARCH.
A known victim is different.
If we see them → we’re in rescue. No search needed. No barriers in the way. Go to work.
If we hear them → we still have a search, but now it’s CONFIRMED. We’re not operating off information anymore, we’re operating off contact.
Don’t confuse reported with known. One requires validation. The other demands action.
