***CROSS LAKE UPDATE***

We continue to have positive conversations with Bic and the small 3” top stop log has been placed back into the dam! The lake level is above the required level and should stay that way as long as we don’t have another drought.

Thank you for everyone’s interest and support! As always, we’ll continue to monitor the lake level and help find ways to maintain the health of our beautiful Cross Lake!

Big shout out to Bic from CitGo and his crew for resolving the water overflow from the south side of the Wisconsin channel end into the Citgo’s parking and driveway. The crew worked tirelessly to dig a trench and diverted the water back into the drainage culvert! It is definitely working as planned. Great job, guys!

We checked on the dam situation again this morning. As of this morning the large bottom stop log is still in place and the top small (3") stop log has been removed. Water is exiting the dam, however water levels are still at an appropriate level and have not changed since checked on yesterday. See image of the lake level gauge. We will continue to monitor the situation.

For anyone interested, below is a copy of the permit to operate the dam issued to the owner on September 9, 1991 by the Wisconsin Department of Natural Resources (WDNR). Look specifically at Page 3 where it lists the criteria for the proper operation of the dam. #3 states "The Department may change or revoke this permit if the operation of the dam becomes detrimental to the public interest." ***BRIDGE UPDATE***

Below is information received from the village regarding the safety inspection of the bridge over the Illinois channel. The results will also be discussed at the Village Board Meeting this Wednesday, April 27th.

"HR Green took a trip out to this culvert on Wednesday March 9, 2022 to investigate the “hole” in the underside of the bridge. Upon arrival, it was observed that there was no noticeable deflections in the roadway surface that would be present if the hole was causing settlement. Underneath, the hole was observed to be a deliberate cut hole with a concrete patch. Based on its location, this looks like it occurred during installation of the guard rail, on the top side of the bridge.

While the repair was starting to show signs of deterioration, it was not a week point in the structure. The deterioration of the metal culvert at the apparent normal water line was a larger issue. There was also sever deterioration of the headwall on the southeast side of the culvert. We do not feel that the bridge was in danger of collapse, but it only has about 10 years of life left in it. It should be noted that there is approx. 3’ of silt built up within the culvert.

As a replacement cost, We suggested a catch-all number of $250/SF. This would be abutment to abutment for length and then the width would be along the center line. If you assume 50’ length by 30’ width you get
$375,000. You might be able to shorten the length to move the headwalls tighter to the roadway assuming a 30’x30’ dimension gets you around $225,000. Of course there are several factors that would affect these costs, but these can be used for planning purposes."

Progress continues to be made!

VOCL’s request for an inspection of the Bridgewood Drive Culvert Affirmed

February 9, 2022, Village of Antioch, Committee of the Whole and Trustees

The Village of Antioch unanimously supported OKPOA’s request for a public safety inspection of the culvert under Bridgewood Drive. The inspection will determine if it’s safe to remove sediment in the culvert as part of a dredging plan to stop phosphorus laden sediment build-up in Cross Lake contributing to more w**d growth. As reported in the previous post, VOCL received a bid from a contractor to remove sediment and muck from channel but the company won’t operate their dredge until the culvert is inspected for safety. All trustees supported the request. Check out a video clip of VOCL’s presentation to the trustees.

Next Steps:
1. The Village started the culvert safety inspection process
2. The interior metal panels have been inspected
3. In the near future, they will excavate sediment in the culvert to see what it looks like under the muck
4. A written safety report will be provided to Trustee Scott Pierce and summarized on a future VOCL post
