TESTIMONY TUESDAY 💙

In Garrett County, Community Action is helping older adults remain safe, independent, and comfortable in the homes they love.

Last summer, the Garrett County Community Action Committee (GCCAC) was awarded a grant to launch the Seniors at Home program. The initiative provides simple home modifications that allow seniors to age longer and more safely in their homes. Through the program, participants work with a case manager, occupational therapist, and skilled handworkers to identify improvements that increase safety and accessibility.

Often, the most impactful solutions are also the simplest. Installing grab bars, adding handrails, improving lighting, widening doorways, or modifying steps can significantly reduce fall risks and improve mobility. According to the National Council on Aging, one in four Americans over age 65 experiences a fall each year, making prevention efforts like these critical to maintaining independence.

For Oakland resident Marguerite, age 86, the program has made a meaningful difference. With support from Community Action, grab bars and handrails were installed in her home, and the steps leading into the house were modified to make them safer to navigate. These improvements allow Marguerite to move more confidently through her home and continue enjoying time on the front porch with her husband on warm evenings.

Funded through the Maryland Department of Housing and Community Development and the U.S. Department of Housing and Urban Development, the three-year initiative serves seniors age 62 and older, as well as individuals with mobility limitations who meet income guidelines.

Programs like Seniors at Home demonstrate how Community Action agencies across Maryland are creating practical solutions that strengthen independence, improve safety, and enhance quality of life for older adults in their communities.

In honor of Women’s History Month, we’re proud to spotlight Angela Martin, CEO of Maryland Community Action Partnership.

With more than 20 years of experience in human services and over a decade in Community Action, Angela leads MCAP’s network of agencies working across Maryland, Delaware, and the District of Columbia to expand opportunity and strengthen communities.

Her leadership helps amplify the voices of communities and support solutions that address housing, food security, education, and health.

We’re grateful for Angela’s dedication to advancing the Community Action mission. 💙

Second Chances in Action: How Community Action Helped Rebuild a Life
Anne Arundel County Community Action Agency | John’s Story

When John first connected with the Anne Arundel Community Action Agency in 2023, he was at a pivotal moment in his life. Battling addiction and carrying the weight of past decisions, he felt isolated, ashamed, and uncertain about his future. His relationships with his children and family were strained. He knew change was necessary, but he did not yet know how to begin.

That turning point came through Turnaround Thursday’s Essential Skills training at the Ordnance Road Detention Center.

During one session, a shared story of transformation grasped John’s attention. For John, something shifted. If someone else could rebuild their life, perhaps he could too. In that moment, hope replaced doubt.

Following his release, John briefly transitioned through a halfway house before moving into Community Action’s transition housing. With consistent support from agency staff, he continued attending Turnaround Thursday sessions, receiving job readiness assistance, food support, mentorship, and guidance.

It was not long before John secured employment with Luminis Health. With steady income and encouragement, he saved money and moved into his own apartment with assistance from the Agency for his first month’s rent.

Today, John’s life looks dramatically different.

He holds two jobs. He has stable housing. He owns two vehicles. Most importantly, he has restored positive relationships with his children and family. He is focused on entrepreneurship and building his own business. John now describes himself as stable, happy, and hopeful. His journey is a powerful reminder that Community Action is not just about programs, it is about people. It is about second chances. It is about equipping individuals with the tools, stability, and belief they need to build a new future.

And it is about changing lives — one story at a time.
