In response to the demonstrated local economic impact of recent federal immigration enforcement actions in January and February of 2026, the Columbia Heights Economic Development Authority (EDA) will offer a forgivable microloan program for local businesses.

The program will support business re-openings and stability by providing loan funds for anticipated building expenses such as commercial lease or mortgage payments, commercial utility payments, or commercial structure insurance payments. The application deadline is Sep 9, 2026. Staff expects loan funds to be available in mid-October.

Please note that, due to the availability of funds, this is the second round of the Economic Support Microloan Program offered earlier this year.

Businesses that applied and were not awarded Economic Support Microloans during the first round of applications are not eligible to re-apply.

Applicants who have previously received federal, state, or local loans or grants for the same expenses, and businesses that received Economic Support Microloans during the first round of the program, are not eligible to apply.

The lawsuit asks the court to require accurate notice and a meaningful opportunity to correct citizenship-document problems before voters are relegated to federal-only voting status. It also seeks to block the state from requiring original physical versions of driver’s licenses, nondriver IDs and Tribal IDs when voters submit those documents as proof of citizenship. South Dakota accepts photocopies of other documents, including birth certificates and passport pages.

The plaintiffs are not challenging South Dakota’s decision to require citizenship documentation itself. Instead, they say the state has built a system that can leave eligible voters unaware of why they were denied full registration and with no clear path to fix the problem.
