The Eagle River Community Council is thrilled to share the upcoming event this season. This summer, the Believe Teen Center is bringing a vibrant mix of activities right here to Schroeder Park!

If you’re looking for a safe, welcoming, and engaging space for your teens to get out of the house, connect with peers, and make the most of their summer break, this is it.

What Teens Can Expect

We want Schroeder Park to become a go-to spot where Eagle River teens know they are always welcome. The program is designed to offer a perfect balance of fun, freedom, and connection, featuring:

COMMUNITY UPDATE: POWDER RESERVE COMMUNITY COUNCIL INITIATIVE PLACED ON HOLD
FOR IMMEDIATE RELEASE

ANCHORAGE, AK — Organizer of the effort to establish an official Powder Reserve Community Council (PRCC) announced today that the initiative has been placed on an indefinite hold.
The decision follows the near-completion of Phase 1 (Research and Preparation), during which the initiative team conducted a thorough regulatory review of the Anchorage City Charter, analyzed neighboring council models, and engaged with local stakeholders and HOAs.

Despite a successful initial framework—including published media outreach and foundational planning—the transition into Phase 2 has revealed a critical lack of community support and long-term commitment required to formally establish and maintain a functioning council at this time.

Key Impacts and Next Steps for Residents

While the formal organizational efforts are pausing, the neighborhood enters a critical juncture. Residents across all affected areas—including Powder Ridge (all phases), Powder View, Curry Ridge, and Harmony Homes—should take note of the following details:

• Anticipated Expansion & Development: Massive future building expansion is anticipated across the Powder Reserve footprint. Homeowners are strongly encouraged to independently monitor municipal zoning, platting, and development notices, as these upcoming projects will significantly impact local infrastructure, traffic, and neighborhood character.
• Social Media Channels to Remain Active: The official Powder Reserve Community Council social media platforms will not be deleted. They will remain active as a centralized communication hub. If neighborhood dynamics shift or if residents decide in the future that a dedicated local council is necessary to address localized concerns, the digital infrastructure will be ready to support a renewed effort.
• Survey and Phase 2 Pause: All planned Phase 2 activities, including future community meetings, new survey distributions, and formal mailing list sign-ups, are suspended.

📢 Public Noise Notice: Upcoming JBER Training Operations

The Eagle River Community Council, acting on behalf of Joint Base Elmendorf-Richardson (JBER), would like to advise residents of upcoming military training exercises that may affect our area.

Due to explosives training and military maneuvers, members of the community should prepare for increased noise levels and visible smoke between Anchorage, Wasilla, Eagle River, and Birchwood.

🗓️ Training Schedule
• Dates: March 29 – April 4, 2026
• Active Hours: 8:00 a.m. – 8:00 p.m. daily

🚦 Important Access & Travel Information

• Road Closures: Training operations may result in the temporary closure of Site Summit and Arctic Valley Road.
• Traffic Flow: Road guards will be stationed at barriers to manage traffic and allow flow periodically throughout the day. Please plan for potential delays if traveling in these areas.

Community Outreach Meeting Summary. Feb 26, 2026///Assemblyman Geockers handout attached

Thanks to everyone who attended the Powder Ridge HOA annual membership meeting. This annual membership meeting serves as a key moment to connect as a community. The discussion concerning the Powder Reserve community council was presented as a guest speaker, and the opportunity to explore these ideas together is appreciated. Quorum was not established, so the meeting moved quickly. HOA participation is historically lower, with the last quorum achieved in 2017, and official business couldn’t be conducted. My Acknowledgment goes to the Powder Ridge HOA Executive Board for the opportunity to discuss Powder Reserve issues and shape the path ahead.

Here are the meeting Highlights

Introductions and Meeting Structure*

Current board members reaffirmed positions with no elections planned at this time. The meeting set the stage: HOA business on one side and guest speaker updates on the Powder Reserve concept on the other.

A special welcome to Cliff Cook from the community council, who spoke as a guest about local issues and what’s ahead. Board president also acknowledged Assembly member Geocker would be joining later.

Financial Overview**
The treasurer shared that the HOA remains in strong financial standing.
Discussion on community improvement ideas funded by reserves, with a focus on practical, value-adding projects.
Emphasis on keeping everyone informed about dues and financial matters, so there are no surprises.

Community Improvement Suggestions**
Residents are encouraged to submit ideas for enhancements that would benefit the whole neighborhood.
Thoughtful discussion about increasing youth involvement in HOA activities and mentorship opportunities.
Clarification provided on how to submit improvement ideas and how the process works.

Compliance and Property Maintenance**
Review of current compliance rules related to property maintenance and violations.
The conversation highlighted the importance of clear, timely communication about compliance issues.
Discussion of temporary signs for events (like graduations) and clarification of the HOA’s stance.

Guest Speaker: Community Council and Development Updates**

Cliff Cook shared the evolving role and importance of community councils and highlighted the Eagle River Commuity Council and meeting information.
Overview of the Powder West development and what it could mean for traffic, infrastructure, and daily living.
The group stressed the need for ongoing community engagement in local governance.

Assembly Updates and Tax Assessment Concerns**

Assemblyman Jared Goecker provided updates on the Powder West development timeline.
Discussion of recent tax assessment increases and the appeals process. The overarching message focused on transparency and ensuring community involvement in governance decisions.

We’ve thoroughly examined the Anchorage City Charter and relevant municipal codes related to community councils, identifying key requirements for establishing an official council in our area.

We analyzed structures and practices of successful councils like Eklutna Valley and Eagle River to glean best practices and tailor our approach.

Stakeholder Engagement**
