Indigenous People's Council for Marine Mammals IPCoMM is a statewide organization that works to identify/address marine mammal issues of concern.

About the Indigenous People’s Council for Marine Mammals (IPCoMM)

IPCoMM was formally organized in Anchorage, Alaska in January 1992 following a Marine Mammal Conference in December 1991 sponsored by the Rural Alaska Community Action Program, Inc. Some identified long-term marine mammal issues at that time were: (1) MMPA reauthorization; (2) Co-management; and (3) Involving traditional knowledge in the subsistence issue

Seventeen marine mammals commissions, councils and other Alaska Native organizations, plus one observer, are members of IPCoMM. IPCoMM plans meetings twice a year during which members discuss issues of common concern regarding marine mammal conservation and subsistence issues.

📢 For Awareness: Federal Executive Order & Pinniped Management

IPCoMM would like to make our members, marine mammal organizations, subsistence users, and Alaska Native communities aware of a recent federal Executive Order that includes language concerning pinnipeds.

Executive Order 14430, Restoring American Saltwater Angling and Recreation, was issued September 17, 2026.

Of particular interest is Section 7 – Managing Predators, which directs the establishment of an Interagency Shark and Pinniped Depredation Task Force focused on interactions between these species and recreational fisheries.

The Executive Order does not itself authorize changes to marine mammal take or management. However, the inclusion of pinnipeds makes future implementation important for Alaska Native marine mammal co-management organizations and subsistence communities to follow.

IPCoMM will continue monitoring developments, including the scope and implementation of the Task Force and any potential implications for Alaska marine mammals and co-management.
