PERIOD 2 PTO UPDATE ( #2)

April 7, 2026

Today, CWA met again with Human Resources and Nursing Administration at Buffalo General Medical Center regarding the unilateral changes made to PTO approvals for Period 2. During this meeting, management outlined the unilateral changes they made, how they were implemented, and the overall impact based on the department-by-department review they completed since last Thursday.

Through their internal audit, Kaleida Health identified approximately forty instances where, during non-holiday weeks, PTO was denied. These instances were denied despite the available minimum PTO allotment. These denials were not based on a lack of available time, but rather on how the new process was applied.

The employer has committed that within one week, all non-holiday weeks will be re-reviewed and additional PTO will be approved up to the contractual minimums outlined in Article 27 for most departments. Members impacted by these corrections will receive emails to their Kaleida Health accounts notifying them of additional approved PTO based on their original requests.

The weeks of June 28, July 5, December 20, and December 27 will be addressed separately on a unit-by-unit basis due to broader holiday scheduling concerns. This is because the review of these weeks involves multiple variables, including holidays falling on weekends, three-in-a-row shift requirements, and the overall volume of requests. This issue has not been sidelined. Additional meetings have been scheduled this week to specifically review all requests and schedules to ensure these weeks receive the attention they require.

With the additional unit level reviews taking place this week, a follow-up meeting is scheduled early next week.

Today, Human Resources and Nursing Administration at Buffalo General Medical Center met with the union regarding our position that a unilateral change was made to PTO approvals for Period 2.
The union asserted that members were denied PTO based on an arbitrary limit management placed on the number of approved days, without regard to the minimum PTO calculations outlined and posted in Article 27, PTO Scheduling. This article speaks specifically to minimum PTO approvals on a weekly basis, not daily.

At this time, CWA has requested that management provide details on the change, including what was done and the impact on members so that we can fully understand the changes they enacted.

We made clear that this is not only a violation of the contract, but also a violation of the National Labor Relations Act due to the unilateral nature of the change and a reinterpretation of long-standing language that has had a clear understanding up until this point.

The full scope of the issue is still being determined.
Kaleida Health has committed to review the matter this week and identify the breadth of the impact as well as any necessary corrections that can be made.

A follow up meeting is scheduled for Tuesday the 7th, in which we hope to have a positive resolution to this issue.

To be clear, at this point we are awaiting information from Kaleida Health so that we can identify how many union members are impacted and how this can be remedied if Kaledia Health is agreeable to our recommended solution.

We will provide an update again by the end of the day on April 7th.

Each week throughout February [CWA District 1] is highlighting one of our members, nominated by their peers, for our Black History Month Spotlight, lifting up their contributions and the impact they've made in our union and communities. You can nominate a fellow CWA member or retiree here.

Karen Lynne Howard is a lifelong resident of Niagara Falls, New York. She is a 1982 graduate of Trott Vocational High School and a 1986 graduate of SUNY Niagara, where she earned an Associate Degree in Nursing. Karen has been a Registered Nurse for 39 years and has spent her entire career working with Kaleida Health at the DeGraff Medical Park site. She currently serves as a staff nurse in the long-term care facility. Throughout her career, she has also worked in the Emergency Room, Intensive Care Unit, Oncology, and Medical-Surgical units.

For the past ten years, Karen has served as the Area Vice President for the Communications Workers of America (CWA) Local 1168 at DeGraff Medical Park, representing registered nurses as well as members working in technical, clinical, clerical, and service departments. In this role, she empowers union members to use their voices in the workplace to advocate for equal treatment, fair working conditions, and comparable wages. Her involvement with the union began as soon as she was made aware that there was an opportunity for the Registered nurses to unionize. She immediately signed on to become a Chief Union Steward, and she was instrumental in mobilizing and organizing the RN to lead to a 83 to 28 “Yes” vote to join Nurses United CWA local 1168 in 1997. Karen was part of the bargaining committee when the first contract was negotiated and passed in 1998. Since 1998, she has sat at the bargaining table for all of the contract negotiations with the exception of one.

In addition to her role as Area Vice President, Karen serves as Chair of the Community Service Committee and the Policy/Time Committee, and she also leads the weekly AVP meetings. She is also an active member of the Coalition of Labor Union Women (CLUW).

Karen holds the work of the Community Service Committee especially close to her heart. Through this committee, she collaborates with local organizations and coordinates numerous service initiatives each year. The committee regularly supports the United Way in efforts to feed the hungry and participates in the annual “Day of Caring” in both Niagara and Erie counties. They also adopt families during the Christmas holiday, providing gifts for families who may not otherwise have the means to celebrate.

Most recently, the committee partnered with the Northwest Amherst Community Center, donating school supplies and clothing and participating in the center’s annual Back-to-School Pop-Up event. Through donations of laptops and monitors, the community center now has a computer lab that proudly bears the CWA name.

Karen is also a devoted member of Mount Erie Missionary Baptist Church, where she has faithfully served for more than 40 years. At Mount Erie, she serves as Supervisor of the Junior Usher Board and Youth Department and is an active member of the Health and Wellness Ministry, Sisterhood Group, Constitution Committee, and Leadership Committee. She is always willing to lend a helping hand wherever needed within the church community. Karen often uses her nursing expertise to assist members of the congregation with medical needs. Affectionately known as “Dr. Bobo,” she frequently makes “house calls” to help fill weekly medications, check blood sugars, apply diabetic appliances, and monitor blood pressure, among other essential medical needs.

Karen is also deeply involved in her local community. She participates in neighborhood block clubs and regularly attends meetings regarding the development of the future Beech Avenue Park to help ensure that the project meets the needs of the community. Additionally, she volunteers her time each year at the annual Community Day event sponsored by the Niagara Falls Peace Makers.

For more than 15 years, Karen has also been involved in parent education and school engagement initiatives. She served as Co-President of the Family Engagement Group (FEG) at Niagara Falls High School during the four years her sons attended the school. During that time, Karen played a key role in revitalizing the organization and encouraging greater parent involvement. Prior to that, she helped organize a Parent Education Group at LaSalle Middle School, which unfortunately was cut short by the COVID-19 pandemic. As Co-President of the Family Engagement Group, Karen helped organize a meat raffle fundraiser that raised over $12,000 to help offset the cost of the 2026 HBCU college tour.

Karen is married and has three children.

Karen has many favorite Bible verses, but the one she holds closest to her heart is Philippians 4:13: “I can do all things through Christ who strengthens me.” She believes that no matter what trials or tribulations she faces, God will provide the tools, wisdom, and guidance she needs to overcome them.

Her impact within the labor movement is equally significant. Member Efforts Halt MRU Bed Reductions for Six Months:
As a direct result of the powerful efforts of our members, patients, and community allies, the proposed cuts to the Medical Rehabilitation Unit (MRU) at Buffalo General have been paused. This victory was secured through our collective action: the dozens of letters sent to the Department of Health (DOH) and Kaleida, the massive turnout for the public meeting, powerful testimony, and unwavering support from elected officials.
An announcement was made on Wednesday, March 11th, that the DOH has ordered Kaleida to keep the unit open. An outside company will now conduct a community needs assessment to determine whether Kaleida can proceed with their drastic bed reduction. For the next six months, the MRU will remain open.
The fight culminated on February 19, 2026, when Swift Auditorium was filled to capacity as union members, healthcare workers, physicians, patients, and community allies gathered to oppose Kaleida Health’s proposal to slash the MRU by more than 50% - from 34 beds to 16.
The testimony made clear that this closure would impact patient recovery, family stability, hospital capacity, and the future of rehabilitation care in Western New York. Nearly every speaker opposed the proposal, offering perspectives from the bedside, the clinic, and lived experience.
While Kaleida leadership described the reduction as part of broader system changes, CWA leadership and frontline staff strongly challenged that framing, calling the proposal a business decision with serious human consequences. Speakers emphasized that:
MRU patients are medically complex and require intensive, coordinated therapy.
Reducing beds will delay discharges and create ripple effects throughout the hospital.
Acute and sub-acute settings do not provide the same intensity or continuity of rehabilitation.
Vulnerable patients will be pushed into inadequate levels of care.
Rehabilitation physicians with decades of experience described a steady erosion of inpatient rehab capacity in the region, urging a pause on the cuts and calling for a coordinated regional plan.
Former patients and family members shared powerful testimony about how MRU care restored their ability to walk, speak, feed themselves, and return home. Several contrasted their experience with sub-acute facilities, saying there is “no comparison” in intensity or outcomes. One family member described how MRU transformed their loved one from wheelchair dependence to assisted walking, while another credited the unit with making independent living possible after a catastrophic stroke.
The Department of Health and Kaleida also heard from dozens of you who sent letters and emails detailing the harm this bed closure would cause. Thank you.
Support from Elected Officials
Our elected leaders stood with CWA, the patients, and the workers affected, amplifying our message and demanding accountability. NYS Senator April N.M. Baskin attended the meeting virtually and NYS Assemblyman Jon D. Rivera attended in person. Both made their positions against the cuts clear. Congressman Tim Kennedy and NYS Assemblyman Bill Conrad also weighed in with strong statements against cuts.
Our Union’s Position
This is about more than beds. It is about dignity, recovery, and whether Western New York will invest in helping people live fully after catastrophic illness. We will continue organizing and demanding that the state fully examine the impact of this proposal on patients, families, and workers.
Recovery is not a luxury — it is essential healthcare.

Thank you to all who voted today on the tentative agreement. The contract vote passed overwhelmingly and has been ratified by all Bargaining Units at Mercy Hospital of Buffalo, Kenmore Mercy Hospital, and St. Joseph Campus! We will send out updates related to the implementation of the contract in the coming days.
