Texas Department of Public Safety (DPS)
Rotarian Ben Parks introduced our club to Lt. Jason Musick, a State Trooper with the Texas Department of Public Safety. Lt. Musick introduced his colleague and genuine Texas Ranger, Max Honesto. These gentlemen provided an excellent overview of the history, structure, responsibilities, and services of this important statewide organization.

The Texas DPS was established in 1935 by merging two key law enforcement entities: the Texas Rangers and the Texas Highway Patrol. This consolidation created a more efficient and unified approach to public safety in our state. Today it is the largest state-managed law enforcement agency in the country, with a workforce of more than 13,000 within seven unique divisions, each with specific roles.

The Texas Rangers division is well known for its history as “the most colorful, efficient, and deadly band of irregular partisans on the side of law and order the world has seen”. Today, 166 active Rangers make up the Department of Public Safety's premier investigative body. From solving cold cases and public corruption to leading high-stakes border security missions, the Rangers handle the Lone Star State's most complex crimes. It’s truly a legacy of elite investigation and tactical excellence.

Whether it’s tracking high-profile fugitives or conducting specialized forensic analysis, the Rangers are the ultimate authority in Texas.

All DPS Troopers and Rangers are assigned to specific geographical regions and districts around the state where they assist and cooperate with local and national law enforcement organizations. However, they are often dispatched wherever needed to help ensure the safety and well-being of the citizens of Texas.

Thank you, Trooper Lt. Musick and Ranger Honesto, for sharing your first-hand insight into the inner workings of our Texas Department of Public Safety.

1st Lt. Cindy Keesee joined us on September 24, 2026. She is with the Civil Air Patrol in Amarillo.
“Civil Air Patrol is a congressionally chartered, federally funded, 501(c)(3) nonprofit corporation serving as the civilian auxiliary of the United States Air Force.

Founded on Dec. 1, 1941, CAP was established to mobilize the nation’s civilian aviation resources for national defense service. Today, CAP has evolved into a premier public service organization and a cost-effective force multiplier supporting Air Force-assigned missions nationwide.

Operating in all 50 states, Puerto Rico, the U.S. Virgin Islands, and the District of Columbia, CAP serves communities through emergency services, aerospace education, cadet leadership development, and volunteer service.”

Civil Air Patrol fulfills its mission through three congressionally supported program areas: emergency services, aerospace education, and the cadet program. The organization has 5,000 members nationwide. Texas has the largest group, with 50-60 squadrons.

For more information, including funding needs, visit their website at Who We Are | Civil Air Patrol National Headquarters.

Beaumont took the opportunity to conduct a business meeting to go over some administrative and operational items.

The first order of business was an update to our bylaws. The board conducted a review and update of the bylaws and this information was emailed to each member. The bylaws will be officially published on the club website and all new members will be provided with this information.

New Members: Martin Birkenfeld is the Membership chair, and he will be contacting members to help form a membership team. All potential new members will be introduced to Martin. All members who bring a guest to a meeting are responsible for paying the meal cost. However, if the visitor attends a 2nd or 3rd time, they are responsible for the meal cost. If that guest is interested and becomes a member, you, the sponsor, will be reimbursed in your dues for that meal.

Ignite is a tool for members through DACdb. It provides a membership directory and a method of communication among members and committees. It allows for payment of dues and also making donations. A calendar is also available for club activities and rotary events. All members should be on Ignite. Some issues have been encountered getting signed up, but we will try to resolve them.

My Rotary is another tool a member should be familiar with. It provides a connection to Rotary International and is a great resource for information. A learning center is available as well as your information and club membership. Create an account by logging in with your member ID found on the mailing label of the Rotary Magazine, which you might want to read, and the email address associated with your club account.
